BEFORE YOU FLY AND DURING CHECK-IN

1. As early as 3 days prior to your departure, register and accomplish the Electronic Case Investigation Form and save the confirmation e-mail and QR code:

For land-based OFWs: www.balikpinas.ph
For sea-based OFWs: https://ecif.firstaide.ph

2. For land-based OFWs, create/update your account on the OFW Assistance Information System (OASIS) at http://oasis.owwa.gov.ph/

3. Upon check-in, sign the Declaration and Waiver Form presented by our check-in agent, indicating that you are healthy and fit to travel.

DURING THE FLIGHT

4. Accomplish the Health Declaration Form, Bureau of Customs Form, and Arrival Card.

WHEN YOU ARRIVE

5. Upon arrival, listen to the briefing conducted by the Philippine Coast Guard.

6. Undergo a temperature check, submit the Health Declaration Form upon deplaning, and proceed to the designated waiting area. Fill out the Project Care Slip.

7. For sea-based OFWs, wait for your turn to proceed to the verification booth. Present your QR code. For land-based OFWs, you may skip this step.

8. Clear with immigration and submit the Arrival Card.

9. Proceed to your respective desks for your quarantine hotel assignment:
For land-based OFWs and your dependents, proceed to the Overseas Workers Welfare Administration (OWWA) Desk. Present the same QR code from the e-CIF and submit the OWWA Project Care Slip.
For sea-based OFWs and your dependents, proceed to the Maritime Industry Authority (MARINA) Desk

10. Claim your baggage at the designated carousel and clear with Customs Check.

11. Exit the terminal and wait for your shuttle/bus that will take you to your assigned hotel.

AT THE QUARANTINE HOTEL

12. Check in at your hotel and wait for the schedule of your test on day 7. Please be reminded that your scheduled test may be postponed the next day or at a later date for any unforeseen circumstances (e.g., typhoons, flashfloods, strikes, shift in stricter community quarantine status, etc.).

Day 1 starts on the day you arrive in the Philippines. If you develop COVID-19 symptoms (e.g., dry cough, shortness of breath, loss of taste and/or smell, etc.) at any time before your scheduled test, please inform the hotel you are staying in so a medical or BOQ officer can assess and check up on you immediately.

13. Your accommodation and food during your stay will be shouldered by the Philippine government. Any additional hotel fees due to required extensions will be shouldered by their governing agency.

GOING HOME

14. If you test positive, the BOQ shall transfer you to a designated hospital for further medical management.

If you test negative, your test result and quarantine certificate will be released on day 9 of your quarantine stay. You are allowed to check out only on the tenth day of your stay, even if your test results and certificate are released at an earlier time. Present your test result together with your medical certificate to the assigned quarantine personnel at your hotel for clearance. For a hard copy of your certificate, printing services will be available at your hotel.

To follow up on your test results, please contact OWWA or your respective LMAs.

15. Once you are cleared, you may contact your relatives to pick you up and bring you home.
For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na portal for further transportation needs after your final point of arrival.
For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs after your final point of arrival.

16. Please complete your 14-day quarantine or self-isolation under the monitoring of your LGU and Barangay Health Emergency Response Teams (BHERT).

Matapos matengga ng 13 taon at tatlong groundbreaking ceremonies, sa wakas, 82.22% COMPLETE na, at totoong matatapos na ang Bicol International Airport—ang tinaguriang “Most Scenic Gateway!"

Nitong ika-13 ng Mayo 2021, pinangunahan ni DOTr Sec. Art Tugade ang inspeksyon sa ongoing construction works ng paliparan.

Sa naganap na inspeksyon, inihayag ni Sec. Tugade, “Hangarin ko ‘ho na matapos ang konstruksyon, at maging operational ang Bicol International Airport bago matapos ang taong ito.”

Dagdag pa niya, “Matagal na panahon na pong hinintay ng mga Bicolano ang pagtatapos nitong Bicol International Airport. Magda-dalawang dekada na. Bago pa tayo dumating, mayroon nang tatlong groundbreaking ang nagawa rito. Ngayon, 82.22% complete na ho ang proyekto. Malapit nang matapos ang aktwal na konstruksyon nito. Puspusan po ang trabaho at ginawa po nating 24/7 upang masigurong matatapos ito sa itinakdang panahon, nang hindi masasakripisyo ang kalidad ng paggawa.”

Ibinahagi rin ni Sec. Art na ang airport development project na ito ay makapaghahatid ng kaginhawaan at kasaganahan sa ating mga kababayang Bicolano, sa ekonomiya at pamumuhay nila.

“Dahil din sa tuloy-tuloy na trabaho, inaasahan natin na makapagbibigay ang proyektong ito ng kabuhayan sa ating mga kababayang Bicolano. Sa katunayan, ngayong itinatayo ang airport, mahigit 755 na kababayan natin ang nabigyan ng trabaho. 1,100 na trabaho naman ang inaasahan nating mabubuksan oras na maging opeational na ang airport,” ani Sec. Tugade.

On travel restrictions

All travelers coming from Oman and the United Arab Emirates (UAE) or those with travel history to these two countries within the last fourteen (14) days preceding arrival shall be prohibited from entering the Philippines beginning 0001H of May 15, 2021 until 2359H of May 31, 2021, upon the recommendation of the Department of Health and the Department of Foreign Affairs.

Passengers already in transit from the abovementioned countries and all those who have been to the same within 14 days immediately preceding arrival to the Philippines, who arrive before 0001H of May 15, 2021, shall not be subject to the above restriction, but shall nevertheless be required to undergo stricter quarantine and testing protocols, i.e. the observation of a fourteen-day facility-based quarantine period upon arrival, notwithstanding a negative Reverse Transcription - Polymerase Chain Reaction (RT-PCR) result.

Meanwhile, all existing travel restrictions of passengers coming from India, Pakistan, Nepal, Bangladesh and Sri Lanka are extended until 2359H of May 31, 2021.

The Department of Transportation should ensure that airlines are directed not to allow the boarding of passengers who are prohibited from entering the country pursuant to travel restrictions imposed by the Office of the President and IATF resolutions except if they are part of the repatriation efforts of the national government.

ADVISORY:

Testing and Quarantine Protocols from 8 May 2021

Pursuant to the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 114, Series of 2021,

all international arriving passengers are required to undergo a 14-day mandatory quarantine,

with the first 10 days in a quarantine hotel from 8 May 2021.

Arrival Protocols shall be as follows:

Day 1 : Arrival/Check-in

Day 7 : RT-PCR Test Swabbing

Day 9 : Release of Test Results

Day 10 : Check-out of Quarantine Hotel

Day 11-14 : Complete remainder of mandatory quarantine at home/hotel

All arriving passengers are kindly advised to be guided by the following:

1. Mandatory quarantine for 14 days shall be completed;

2. International passengers shall be required to undergo a facility or hotel quarantine for ten (10) days upon arrival;

3. Testing will be done on Day 7,
with Day 1 being the date of arrival/check-in;

4. International passengers may continue their quarantine at home or in their hotels (as the case may be) from Day 11 up to Day 14, provided they get a negative RT-PCR test result....
