An insightful Asia International Security Summit & Expo 2024 (AISSE'24) Virtual Industry Briefing was held at the Royal Malaysia Police Bukit Aman Headquarters, Department of Logistics and Technology. We are honored to have concluded the PDRM Special Dialogue II with a distinguished closing ceremony, graced by YB Datuk Seri Saifuddin Nasution bin Ismail, Minister of Home Affairs. The event featured a group photo session, the singing of "Negaraku" and the Police Theme Song "Sang Saka Biru," followed by inspiring speeches from Hon. Group 4: Is Decriminalization of Small-Scale Drug Possession for Personal Use Effective in Solving Malaysia's Drug Addiction Problem and Alleviating Prison Overcrowding?

Decriminalization is the legislative process which removes prosecutions against an action so that the action remains illegal but has no criminal penalties or records. In Malaysia, prison overcrowding is a major issue, with 70% of inmates incarcerated for drug-related offenses. The 2024 Drug Dependents (Treatment and Rehabilitation) Amendment Bill reflects a shift toward treating addiction as a health issue and could reduce prison overcrowding. The session will explore whether Malaysia should also decriminalize small-scale drug possession for personal use and if such a move would provide major benefits for public safety and health, while balancing public health and security concerns.

New Psychoactive Substances (NPS) pose significant health threats in Malaysia, targeting various demographics and contributing to a growing drug problem. The drug issue has evolved through four distinct waves, each with unique challenges. NPS, similar to traditional drugs, come in various types and are widely used due to their profitability and borderless market. Addressing the NPS threat requires global legal reforms, better understanding, and new enforcement tools like instant test kits and portable screening machines. Improved intelligence and training are also crucial. Comprehensive strategies are needed to effectively curb the NPS threat in Malaysia.

The objective of this program is to widely disseminate the roles and functions of the Narcotics Crime Investigation Department (NCID), as well as to strengthen and foster collaboration between the NCID and other enforcement agencies in addressing the increasingly complex challenges of combating narcotics crimes.

A LOOK BACK AT AISSE JULY ACTIVITIES

Bukit Aman, 23rd – 24th July 2024

Meeting with AISSE’24 and PDRM Special Dialogue Working Committee:
Bahagian Latihan Bukit Aman (Tuesday) – Alpine Integrated Solution conducted a follow-up coordination meeting for the PDRM Special Dialogue, scheduled for 22nd August 2024 at the Sime Darby Convention Centre, and the Asia International Security Summit & Expo 2024 (AISSE'24), set for 8th – 10th October 2024 at the Putrajaya International Convention Centre. Chaired by YDH DCP Datuk Hj. Sulaiman bin Salleh, the meeting reviewed material development for the PDRM Special Dialogue and AISSE'24, ensuring content accuracy and currency. Logistical details, including event setup and coordination, were discussed with assigned roles and responsibilities. Effective communication and coordination strategies were emphasized to ensure seamless ex*****on.

Meeting with AISSE’24 and PDRM Special Dialogue Head Committee:
Persada Meeting Room, Level 2, Royal Malaysia Police Headquarters (Wednesday) – Chaired by YDH CP Dato' Sri Azmi bin Abu Kassim, Director of Management, Royal Malaysia Police (RMP), a briefing on AISSE was held by Alpine Integrated Solution for the Royal Malaysia Police. Senior RMP officials and Alpine representatives provided updates on preparations for AISSE in August and October 2024. Discussions included logistical arrangements, security measures, transportation for delegates, program schedules, collaboration strategies between PDRM and Alpine, and public relations and media engagement plans. Feedback from previous meetings was reviewed to address challenges. YDH CP Dato' Sri Azmi bin Abu Kassim emphasized meticulous planning and coordination, highlighting the collaborative effort to elevate the standards of security and law enforcement conferences.

The Asia International Security Summit & Expo 2024 (AISSE'24) which will be hosted by the Ministry of Home Affairs, Malaysia, and Royal Malaysia Police (RMP) debuts from 8th - 10th October 2024 at the Putrajaya International Convention Centre (PICC). AISSE'24 will comprise a Trade Expo, a High-Level Roundtable, Conferences, Forums, Business-to-business (B2B) Meetings, Technical Presentations and a High-level VIP Delegation Programme. AISSE will be a showcase or display of the latest science and innovation focusing on new trends in technology for all aspects of enhancing public safety, national security, and security management by industry players from both the local and international arena.
