# # Live and Learn PNG Commits to Supporting Kavieng Basketball Association Facility Development

KAVIENG|09.10.24: **Kavieng, Papua New Guinea** – Live and Learn PNG Country Office Wash Program Coordinator, Cecilia Wanghi, met this morning with the Kavieng Basketball Association (KBA) and key stakeholders to discuss potential funding for a new KBA facility. The roundtable discussion emphasized the importance of a collaborative approach to sporting facility development within the Kavieng Urban Local Level Government (KULLG).

Ms. Wanghi stressed Live and Learn's commitment to supporting organized sporting codes with readily available land. “Live and Learn is ready to fund a new KBA facility. Funding is available, and we have met with the contractor. However, it is crucial that issues pertaining to land ownership and usage are resolved upfront. KBA, Carteret Primary School, KULLG, the Department of Lands & Physical Planning, and other stakeholders must ensure the land is available prior to construction,” she stated.

Access to quality wash facilities is paramount for sports tourism, event management, and overall social health and hygiene. Ms. Wanghi emphasized the organization's eagerness to assist sporting codes that demonstrate a structured approach and have secured land for development.

KBA President, Joshua Darius, welcomed Live and Learn’s initiative and assured Ms. Wanghi that the KBA would diligently work towards fulfilling all requirements, including working in partnership with the Carteret Primary School Board as the KBA Facilities landlord in obtaining necessary permits and land authority for construction.

Carteret Primary School Board Chairman, Augus Tabuchi, confirmed the school's clear land title to the basketball court and playing field. “There is no land issue,” he stated. “The Carteret Primary School Board stands ready to support sporting codes willing to organize themselves and collaborate with the school in developing local sporting facilities to national standards.”

Ward 2 Member and Chairman of the KULLG Social Sector said his office is keen on ensuring this ideas are brought into fruition in the very near future. Hon. Kiapin Tanou urged the community to take responsibility and participate in such developments for the benefit all.

This collaboration between Live and Learn PNG and the KBA, with the support of Carteret Primary School and the KULLG, promises a brighter future for basketball in Kavieng and highlights the importance of community partnerships in driving positive social change.

Hunangar Reg. ILG 1816 Chairman, Tito Turkia Maksen is calling on the state to immediately intervene and remove illegal landowners claiming ownership over land marks and asserts within the Hunangar Land Territory. Maksen said individuals motivated by self interests have no history connecting them to Namatanai Town Land and they must not interfere with ongoing negotiations between the state and his clan as these illegal actions have been deliberately sabotaging sustainable developments in Namatanai Town for ages. Maksen says there are established legal processes in place for anyone that wishes to challenge the decision of the state recognizing Hunangar as the principal landowning clan of Namatanai Town - and that anyone has the right to follow those processes within the law!

CURRENT SITUATION.

Namatanai passage is blocked by desperate and disgruntled unconfirmed landowners of Namatanai village leaving ferry with mining Workers, police officers and Prisoners from Lihir floating at sea awaiting negotiations still in Progress.

Situation sparked by issuance of a ILG Certificate to another group and others not happy claiming ownership of Nti township land.

Good morning New Ireland...

While our NIRFL Bid to participate in the 2024 Digicel ExxonMobil Cup is before the the NRLC Board for approval let us take a moment to look back at how far we have come.

A person that comes to mind in this time and season is no other than the NIRFL Franchise Board Chairman Solomon Pela. After our brother Gibson left, Solo took over as Provincial Works Manager. A rugby league diehard - little did New Ireland know that his presence in New Ireland would usher a wave of developments not only in the transport and infrastructure sector but more so in the social sector.

Back in Uni, Solo was instrumental in reforms within the VC Cup playing along Justin Olam and others in the Unitech Spartans.

Upon his arrival he immediately blended into the N4C Rugby League Club as President. The DOW Kavieng RFL MOA was established, Kavieng RFL Working Committee & when Sandis Tsaka, Stanley Hondina and late Aloise Tobata arrived in 2017 to endorse the NIRFL Board under leadership of Innaugural Board Chairman Dennis Gati - Solomon was appointed NIRFL Bid Committee Chairman, a role he played until 2020 when PEC endorsed him NIRFL Franchise Board Chairman.

When appointed Bid/Franchise Board Chairman in 2017 Solo began negotiations with Sir to build a stadium - its took almost three years of talks until in 2020 we all witnessed the Kavieng Stadium Ground Breaking Ceremony.

Behind the scenes, Chief Sports Coordinator Byron Chan & Governor Sir J held talks with PNGRFL Chairman and top level management to create inroads into the codes development. Going in as Chairman PNGRFL, Sandis had a lot of reforms going on since taking office in 2013 to restructure the game and connect the rural community leagues to the top tier competitions, Digicel cup, hunters, Kumuls etc... Talks between Sir J, Byron & Sandis continued until PNGRFL decided it was only proper and fitting to use New Ireland to trial the new governance and management framework.

With Solo pushing the Franchise agenda in Kavieng, the indicators were aligned and all fell into place.

Initial plans in 2017 was for a Lihir based New Ireland Franchise - this was launched by the PNGRFL Board in 2018 at the Bulldogs Conference Facility, Nehemiah Academy led by All Schools RL Chairlady at that time Rhondy Badcock.

However we, NIP didn't have a home venue so it all went back to the drawing board.

Fast forward to 2023, its been over 7 years of lobbying, investing millions of kina into facility development, firming up government and corporate support, building up competitive rural based community rugby league competitions in all our 10 LLGs and implementing the PNGRFL New Ireland Model - the reformed governance & management structure of managing the game across the country.

As we give credit to our Chief - the last man standing, all our efforts, the commitment of all our volunteers and dedication of the New Ireland people to realize this provincial aspiration has all created inroads to this defining moment as we prepare to take the game to a whole new level and demonstrate to rest of the country the results of the implementation of the PNGRFL New Ireland Model over the last 4 years - 2020, 2021, 2022 and this year 2023.

Not only have we grown the game from 1 affiliated league back then to 12 affiliated leagues in 2023 - the shared knowledge & collective experiences we have gone through now places New Ireland in a better position then ever before to influence the game and bring a unique style of Island Rugby into the NRLC. We are not just about entering the NRLC, we are about adding value to the game now and in the years to come.

An Outstanding New Irelander who served whole heartedly in New Ireland while he was here continues to do so with even more determination and great commitment.

Last Friday October 27, 2023 under his guidance and leadership as Chairman of the NIRFL Bid/Franchise Board - New Ireland has finally presented its bid for a spot int he 2024 PNGRFL NRLC Digicel ExxonMobil Cup.

And with the support of the Rt. Hon. Sir Julius Chan GCL, GCMG, KBE, PC, MP - Governor of New Ireland, our two Open Members of Namatanai & Kavieng District, Hon Walter Schnaubelt & Hon. Ian Ling Stucky, all our corporate partners and game development supporters - we are confident New Ireland has presented a very strong case that is now before the PNGRFL NRLC Board.

As all 10 LLGs gather this week for the Provincial Rugby League 9's Competition, may we all stand united in our efforts to continue to grow the game at all levels.

We will showcase the rich diversity of our rural talents in the next two days and not only will our selectors be scouting the NIP 9's Team to participate in the PNG Games come December, they will also be scouting for rural talents as we finalize our 60 men train on squad which we will then trim down to a final 30 for the New Ireland Chiefs.

New Irelanders Challenged to Advocate for a 'new' New Ireland!!

“New Ireland is rich with its diverse cultures – such as Malangan, Kabai, Tbuan – flora and fauna, white sandy beaches, best tourism spots in PNG, two gold mines, high human intelligence and peace and tranquillity stretching across our beautiful Bilas Peles,” Apelis outlined.

“We have prided ourselves in these attributes over 48 years and somewhat dominated the PNG workforce, contributing to the very design of what we now call Papua New Guinea.

“Having such rich history, we are now 48 years old, and two more years before we reach half a century. The celebrations, accolades and pride we have is somewhat dim. As present leaders, how much have we learnt of the past history, achievement and evolutionary transformation? As we live in this time and space, how much new ideologies, strategies and inspiration have we accumulated over the 48 years of learning?

“Are we going to continue to brag about the achievements of our forefathers and have nothing to recreate for the next 50 years? As young leaders, we have a lot to prove to our people.

“I take this time to challenge us all young and emerging leaders to create a new New Ireland. New Ireland people are looking forward to hearing a new vision, mission and dreams for its people. They want to listen to new ideas, new Canaan, new descriptions of what their children will enjoy, what new solutions to our current challenges, new strategies to improve public service, new commitment to service delivery and importantly what new New Ireland will be like in the next 50 years.

Thankyou Provincial Works Manager NIP Collen Dickson for making time available to give us an update on the Kavieng Stadium Developments. Contractor correcting minor defects under supervision of Department of Works & Highways NIP & PNG Sports Foundation.

All minor defects will be corrected, basically measurements... extension of the playing surface by 7m, moving the goal posts, removal of the track, sideline concrete curbs and such. After 16th September the playing surface will be given final compaction, evening and finishing touches n allow for the grass to grow. Depending on grass growth... November we should be able to host the New Ireland Governors Cup, Autonomy 9s, Bilas Peles 7s or any such.

Playing surface should be ready to host games by November 2023! 🇺🇦🏆🥇✌🏾
