3. Print the CIF form with the QR code
4. Proceed to Sta. Ana Hospital swabbing area on the day of schedule given. Bring the printed CIF form with QR code, 2 valid identification card photocopies, and 1 PhilHealth ID photocopy.

You can now use your Vaccination card as your passport to travel within the Philippines!

The national Inter-Agency Task Force (IATF) has allowed fully vaccinated individuals to travel around the Philippines without having to present a negative test result.

This was announced by Presidential Spokesperson Harry Roque in a press conference today, July 4, 2021.

Under IATF Resolution No. 124-B:

✅ Fully vaccinated persons are allowed to present a domestic vaccination card or certificate of quarantine completion as a sufficient requirement for interzonal travel instead of a negative test result.

✅ Fully vaccinated Senior Citizens are allowed to travel intrazonal or under GCQ and MGCQ areas.

❗ Fully vaccinated individuals who are close contacts of probable and confirmed COVID-19 cases, they may undergo a shortened seven (7)-day quarantine period, provided that the individual remains asymptomatic for the duration of the seven-day period with the first day being the date immediately after the last exposure.

📌 Provided that vaccination cards must be duly signed and issued by a legitimate vaccinating establishment or LGU.

NOTE: The national IATF resolution considers persons as fully vaccinated two weeks after having received their final doses of any vaccine given emergency use authorization by the Philippines' Food and Drug Administration and the World Health Organization.

TRAZE CONTACT TRACING APP REQUIREMENT

All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

ARRIVING IN THE PHILIPPINES

MANILA (NAIA) Terminal Assignments
All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.

HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)

NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila or PAL Gate 3 located at Andrews Avenue, Pasay City also offers Antigen testing. This is a partnership with Detoxicare Molecular Diagnostics Laboratory.

The PAL testing center provides drive-thru or walk-in RT-PCR testing from 8AM to 5PM daily at a cost of PHP 3,300 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPAL, WeChatPay, or Alipay. Starting January 15, 2021, passengers may also pre-pay for their COVID-19 tests online.

Upon entering our PAL Testing Facilities for your COVID-19 test, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

Flying Safely in the ‘New Normal’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.
Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.
We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.
Our cabin crew would have undergone medical evaluation prior to their duty, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.
Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.9% efficiency. UPDATED ARRIVAL PROTOCOLS FOR INTERNATIONAL PASSENGERS AT MCIA EFFECTIVE FEBRUARY 1, 2021

Pursuant to the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) Resolution Nos. 96 and 97, all international passengers arriving at Mactan-Cebu International Airport (MCIA) shall observe the following arrival protocols starting FEBRUARY 1, 2021.

BEFORE YOUR ARRIVAL

Before your scheduled arrival at MCIA, make sure to complete and ensure the following:

• For all types of passengers, complete the online MCIA Passenger Arrival Registration Form via https://mactancebuairport.com/covid-19-registration within five (5) days before your scheduled arrival date at MCIA. Take note of your Barcode/Travel Reference Number (TRN) sent to your email address upon completion of the form.

• Adherence to the mandatory RT-PCR swab testing on the 5th day from the arrival date at MCIA. The swab test will be performed at the designated quarantine facility.

• For OFWs, the Overseas Workers Welfare Administration (OWWA) shall shoulder the cost of quarantine facility and swab test upon arrival.

• For non-OFW Filipinos and foreign nationals, the following required arrangements are shouldered by the passengers:
- A minimum of seven (7) days hotel booking confirmation at accredited hotels. For the list of accredited hotels, visit https://bit.ly/MCIAAccreditedHotels.
- RT-PCR swab test cost of P4,100.00 paid upon arrival or pre-paid

STEP-BY-STEP ARRIVAL GUIDE

STEP 1. IN-FLIGHT PROCEDURES
Prior to arrival, fill out and complete the following forms distributed by the airline crew while in-flight:
• Health Declaration Form
• Immigration Arrival Card

STEP 2. ARRIVAL BRIEFING
Upon arrival, undergo required briefing by the Bureau of Quarantine (BOQ).

STEP 3. VALIDATION
Once briefing is done, proceed to the Validation Counter and present the following:
• Barcode/Travel Reference Number (TRN)
• Passport
• Boarding Pass
• Health Declaration Form
• Confirmed accredited hotel accommodation for non-OFW Filipinos and foreign nationals

Keep the printed barcode until the date of your scheduled swab test.

STEP 4. TEMPERATURE SCAN
Proceed to thermal scanning by the BOQ.

STEP 5. IMMIGRATION CLEARANCE
Proceed to the Immigration counter for clearance. Submit Immigration Arrival Card.

STEP 6. PROCEED TO DESIGNATED COUNTERS
Proceed to the designated counters at the Arrival Reclaim Hall:
• For OFWs: OWWA Counter for hotel accommodation assignment
• For non-OFW Filipinos and foreign nationals: Cashier counter for payment of swab test.
PHP and Visa card are accepted. For other currencies, proceed to the foreign exchange counter at the arrivals area.

STEP 7. CLAIM LUGGAGE
Proceed to assigned reclaim belt to claim baggage.

STEP 8. WAITING AREA
Proceed to the designated waiting area and wait for a representative from the respective agencies for Customs clearance:
• OWWA for OFWs
• Accredited hotel representatives for returning non-OFW Filipinos and foreign nationals

STEP 9. CUSTOMS CLEARANCE
Proceed to Customs counter for clearance.

STEP 10. QUARANTINE FACILITY TRANSFER
Proceed to your designated vehicle with your respective agency representative for hotel or quarantine accommodation drop-off.

STEP 11. SWAB TEST DAY
On your swab test date scheduled five (5) days from your arrival date, submit the printed barcode to the medical personnel then undergo swab testing. The swab testing will be performed at your designated quarantine facility.

STEP 12. RELEASING OF TEST RESULTS
Test results are released within 24-48 hours via the email address provided in the online registration form.

• If swab test result is POSITIVE, BOQ will coordinate with the passenger for specific instructions. The passenger must comply with the mandated health, safety, and treatment protocols of the DOH and BOQ.

• If swab test result is NEGATIVE, the passenger will receive the test result via email from the BOQ.

STEP 13. HOME BOUND
If swab test result is negative, coordinate with your LGU for further instructions on transport and completion of the remainder of the 14-day quarantine. You may coordinate with your LGUs for pick up or arrange your own transportation depending on the instructions of your LGU.

Passengers are strongly advised to continuously monitor the status of their flights and ensure that they have the necessary documents in compliance with the regulations of the local government of their point of origin and place of destination.

Passengers are also advised to exercise diligence to ensure the health and safety of other passengers and airport staff during this time of a health crisis.

UPDATED REQUIREMENTS FOR U.S. TRAVEL

In compliance with the U.S. Centers for Disease Control, all passengers traveling to the United States via direct or connecting flight, including U.S. Citizens, whether vaccinated or not, must present either 1) a proof of a NEGATIVE COVID19 TEST result taken only from a licensed DOH laboratory within three calendar days from date of departure, or 2) a written or electronic documentation of a positive RT-PCR test result that confirms the passenger had a previous COVID-19 infection within the last three months preceding flight to the U.S. and a letter from a licensed health care provider or public health official stating the passenger is cleared for travel.

According to the U.S. Centers for Disease Control, the covid-19 test may either be a nuclei acid amplification test (RT-PCR) or an antigen test.

In addition, airlines are required to verify and confirm the negative test result or documentation of recovery for all passengers before they board the aircraft. Passengers will also be required to fill out and sign an attestation form at the airport.

(Note: The US recommends but does not mandate that international passengers (passengers arriving in the US) take a post-arrival test 3 to 5 days after arrival as well as a 7-day period of staying at home.) Philippine Airlines is reminding passengers to observe these requirements for travel to the US as mandated by the US Centers for Disease Control (US CDC).

For convenience, PAL passengers may avail of the services of the airline's own testing center in partnership with Detoxicare Diagnostics Molecular Laboratory which is accredited by the Philippine Department of Health. The covid 19 testing center is located at the PAL Learning Center (PLC), Padre Faura, Manila.

The implementation of the updated requirements for travel to the U.S. takes effect on January 26, 2021.

The PAL Learning Center facility in Manila offers RT-PCR testing at PHP 3,300 with results released in 24 hours. To carry out online pre-payment for tests, passengers will have to register on the Passenger Profile and Health Declaration form at the PPHD site by clicking the appropriate link - https://bit.ly/PALIntPPHD.

After registering on PAL's Passenger Profile and Health Declaration (PPHD) site, they will receive a confirmation email, which has a link to the pre-payment portal.

They must click on the link of the test they wish to pay for and they will be directed to the booking and payment portal of Guide to the Philippines. They will have to select the date they wish to be tested and input payment details. Once payment is successful, they will receive an email confirming payment. Passengers must present this together with their ID, PAL ticket, and QR code upon entry at the PAL testing facility.

On the day of their flight, passengers must present all required documents at the check-in counter in order to be accepted for flight. PAL international flights depart from NAIA Terminal 1 and arrive at NAIA Terminal 2. Passengers are advised to retain electronic or written copy of test result for potential review by US public health officials.

Please be reminded that failure to comply with above requirements, and knowingly and willfully making false or fraudulent statements, or concealing information, is subject to criminal penalties and/or imprisonment.
