THE Police Complaints Authority (PCA) is investigating municipal police from three corporations after receiving a series of anonymous reports of serious police misconduct and criminal activity.
A release from the PCA on July 29 said the officers under investigation work at the Port of Spain City police station and the Siparia and Point Fortin borough stations.
PCA deputy director Michelle Solomon-Baksh confirmed an investigation into the allegations has begun.
"The people with information that may assist the PCA's investigation into these allegations are asked to contact the PCA. The deputy director wishes to assure the public that information received by the PCA is protected by the PCA Act and shall remain confidential," the statement said.
When contacted, police and other representatives from two of the corporations were shocked by the allegations and said they were unaware of them.
When Newsday called Doodnath Mayhroo, chairman of the Siparia Borough Corporation, he said it was the first time he had heard about the allegations and probe.
He later said that, from what senior police told him, it was news to them too.
"They are in shock because they say all of the officers work in keeping with the law, and they have had no negative reports on any particular officer. They want to know where that came from. They were unaware of any such investigations," he said.
"We do not know what report they (PCA officials) got and from whom. If the people reporting matters have evidence to back it up, that is a different story."
Kwesi Thomas, the deputy mayor of Point Fortin, said he was unaware of the allegations and probe. He could not give further information, as he said he was in a meeting.
Many police said they asked around the three corporations, and officers only became aware of the allegations and probe after the PCA media release.
Calls to the city corporation for comments went unanswered.
The PCA encourages anyone with information to call the authority at 226-4722, e-mail [email protected] or visit its offices at Level 24, Tower D, International Waterfront Centre, 1A Wrightson Road in Port of Spain.

A RETRIAL has been ordered for a Gonzales man who was convicted and sentenced to hang for a murder that took place in the district in 2008.
Justices of Appeal Prakash Moosai, Charmaine Pemberton and Gillian Lucky ordered the new trial after they upheld Travis Polo’s appeal and reversed his conviction for the murder of electrician Jamal Bernard, which took place on April 21, 2008, at Olton Road, Gonzales.
Polo was convicted on January 14, 2020, by a jury, and Justice Devan Rampersad read the death sentence out to him.
However, Polo appealed his conviction, raising three successful grounds of appeal which complained of errors made by the judge, which led the Appeal Court to agree the trial process was tainted.
In the unanimous ruling, written by Lucky, the Appeal Court guided trial judges on jury directions on the issue of alibi as Polo raised in his appeal and reminded of the procedure the police should adopt the police on holding verification or identification exercises.
On the former, Lucky encouraged judicial officers to pay close attention to the specimen jury directions available online from several jurisdictions, including TT, which, if followed and adjusted according to the particular circumstances of each case, would significantly reduce the risk of misdirection by a judge to a jury.
The judge also advocated for the adoption of a practice used in other courts on the procedure to follow when jurors return during their deliberations with questions, to “reduce the risk of a full-blown discussion of the jury’s thoughts on any particular issue in the case."
This happened in Polo’s case when the jury returned during their deliberations with a question. The discussion that was held, Lucky said, led to the revelation of information that ought not to have been discussed outside the jury room.
Lucky suggested having the jury write their question and put it in a sealed envelope, as is done in other countries.
“A written question is likely to be clear and precise.”
Lucky added, “While it is not unusual for a jury to ask a question of the court during their deliberations, the procedure adopted by the court ought to ensure that there is no compromise in the integrity of the process to arrive at a verdict.”
The judge recommended a 12-step procedure for judges to adopt and reminded of the six-step process for police to adopt in verification exercises.
“The conduct of a verification exercise must not compromise fairness to the suspect/accused especially since the process is a last resort and limited to instances of recognition.
“There are certain fundamental steps that must be followed should a verification exercise be adopted.”
The judges also declined to apply the proviso in Polo’s case by dismissing the appeal even if there was some form of error at the trial because of the “material errors” in the case.
“This is not a proper case for the application of the proviso. I am not satisfied that the jury, properly directed, would, without doubt, have convicted Travis Polo upon consideration of the whole of the admissible evidence,” Lucky said.
On ordering a retrial, the judges considered the seriousness and prevalence of the offence; the criminal procedure rules which would provide for robust case management which would reduce the expense and length of time involved in a fresh trial; and the fact that bail was now an option for those on murder charges.
Certain evidence which Polo’s attorneys contested at the appeal cannot be used in the new trial.
However, the prosecution was guided on what evidence it could use to prove its case for the jury to determine whether to accept it or not.
At the appeal, Polo was represented by Jagdeo Singh, and Vasheist Seepersad. Wayne Rajbansie represented the State.

For the second time in two weeks, Club Sando and Defence Force women will vie for championship honours when they do battle in the final of the the Trinidad and Tobago Women's League Football (WoLF) Conference Knockout Cup at the Hasely Crawford Stadium in Mucurapo from 6 pm on July 29.
Club Sando copped the 2023 WoLF league title, and on July 19, they defeated the Army/Coast Guard combination by a 2-1 margin in Mucurapo to seize the Women Warriors Wellness invitational football crown in exciting fashion. On July 29, the south-based team will again try to defy the Defence Force battalion as they go after another title.
Both teams had comfortable rides to the WoLF knockout cup final, getting convincing wins over their Tobago counterparts in their respective semifinals.
In the first semi, Club Sando made light work of Tobago Chicas as they got a comprehensive 6-0 win at the St James Police Barracks on July 21. Pleasantville Secondary starlet Nikita Gosine walked away with the MVP award at the Women Wellness tournament, and she was up to her old tricks again against Tobago Chicas as she got herself on the scoresheet.
Club Sando, who possess a nice mix of promising youth players and players with national team experience, also got goals from seasoned campaigners such as Afiya Cornwall, Khadidra Debesette and Chrissy Mitchell en route to their facile win.
In the second semifinal on July 23, Defence Force set up their rematch with Club Sando when they spanked Tobago's Jewels SC by a 5-1 margin in Mucurapo.
The Defence Force ladies shared the goals around against the Jewels, with four different players getting on the scoresheet. Attacking midfielder Asha James, a Women Soca Warriors regular, opened the scoring for Defence Force and also netted her team's final goal.
Influential Defence Force captain Shanelle Arjoon also got among the goals, with midfielder Akilah Gomez and dangerous striker Aaliyah Prince rounding off the scoring.
Celine Lorraine got the consolation item for Jewels.
In the WoLF knockout cup final, Defence Force will hope they can put an end to Club Sando's title-winning run.

Trinidad and Tobago finished in eighth place at the Davis Cup Americas Group IV tournament, which concluded at the National Racquet Centre in Tacarigua on July 27.
In the seventh-place playoff against Haiti, TT lost 2-1 after the local team of Tim Pasea and Kamran Macintosh-Ross was unable to complete the final doubles match.
Mcintosh-Ross won the opening singles tie 6-4, 6-4 against Luckens Dorcely but Luca Shamsi went down in the second 2-6, 7-5, 6-2 against Christopher Bogelin in the second singles match.
With the doubles match set to decide the eventual outcome, TT forfeited the match, which handed Haiti a 2-1 triumph.
Meanwhile, in the promotional playoff matches, both Aruba and Honduras won their matches and will be elevated to Group III of the Americas.
Aruba defeated Nicaragua 2-0 and Honduras beat Cuba 2-1. The tourney concluded on July 27.

THE PRIME Minister’s failure to do background checks on an Indian businessman supposedly interested in purchasing the former Petrotrin refinery in Pointe-a-Pierre makes him the “laziest PM ever,” Davendranath Tancoo, MP for Oropouche West, has said.
Tancoo, speaking at the Opposition’s media briefing on July 28, also chided the PM for attacking those who raised concerns about the potential investor, Indian businessman Naveen Jindal, chairman of Jindal Steel and Power Ltd, who is facing corruption charges in India.
The PM and Jindal met at the Diplomatic Centre in June.
At the post-Cabinet media conference on July 26, Rowley described those opposed to the Venezuelan oil being refined at the Pointe-a-Pierre refinery as “idiots” and suggested the “attack” on Jindal would chase other potential investors.
In response, Tancoo said the PM appeared more concerned that questions were raised about the potential investor’s integrity rather than his convictions.
Tancoo rubbished the PM’s claims that he was unaware of the potential investor’s reputation since Energy Minister Stuart Young met with Jindal a year ago.
“Nobody believes that the PM, the Minister of Energy, the Ministry of Agriculture, the Minister of Foreign Affairs (or other) persons involved in that meeting did not Google this investor before or even after the meeting with him.
“Let us not start to talk about the lack of ethics and obvious bias demonstrated by the PM, when the PM promotes his meeting with an investor interested in a refinery, while the (tendering) process…is still live and ongoing.
“But he’s not interested in meeting any of the other potential investors. This has to be the laziest PM ever.
“Ironically,” Tancoo added, “having failed to do his own due diligence, the PM, instead of thanking the UNC and the media for providing important information that he claims he was unaware of, stooped to accuse the Opposition of being obstructionists and deterring foreign investment.”
Tancoo said the PM’s comments might suggest he would have preferred nobody looked into Jindal.
He said it is an “absolute lie to say the UNC is against foreign investments in this country.
“No genuine investor interested in putting their money in TT would be and should be afraid of transparency and accountability.”
On June 23, Rowley said a special committee would be formed “within a month” to evaluate offers from “those who think they could run the refinery and have the means to convince us they are a good fit.
“I expect that by the end of August, the government will be able to say to you, ‘Yes, we have a taker,’ or, ‘No, we have no taker.’”
Tancoo said the country should always remember Rowley broke his promise to Petrotrin workers and citizens by closing the refinery weeks after he said he would not.
Apart from leaving many without jobs, Tancoo said the closure “deprived the country of one of its most valuable, one of the largest foreign exchange-earners.”
Tancoo said Rowley lost his credibility years ago after abusing Parliamentary privilege to make “criminal allegations against Persad-Bissessar, Gary Griffith and others based on (fabricated emails).”
Rowley’s reading of the fake emails in Parliament, he said, was an “obvious attempt to destabilise the (UNC) government.”
Tancoo also accused Rowley of hosting a “secret meeting” with a group of Venezuelans in March 2020 and misleading the country by claiming not to know who the visitors were.
“There were no minutes or notes about what was discussed. No photographs. Nothing,” Tancoo said.
Shortly after a pandemic was declared and borders closed, then Minister of National Security Stuart Young came under fire for granting Venezuela Vice-president Delcy Rodriguez and executives of a Venezuela energy company, PDVSA, permission to visit TT.
In a statement after Rodriguez’s visit, the US embassy said TT’s government violated the then 73-year-old Rio Treaty (also known as the Inter-American Treaty of Reciprocal Assistance).
“Delcy Rodriguez is subject to travel sanctions…binding on all Rio Treaty parties, and TT is a party to the treaty,” the embassy said.
Ambassador to TT Joseph Mondello also issued a rare public comment in May 2020.
“Normally, I do not comment on private conversations with host government officials,” he wrote.
“Since the government has spoken publicly about my May 6 conversation with Minister Young, though, I wish to affirm that I expressed concern to the Minister in that conversation about the consistency of Delcy Rodriguez’s visit to Port of Spain with TT’s obligations as a party to the Rio Treaty.”
Tancoo said the best story the “PNM spin doctors could come up with” was to claim the meeting was related to the pandemic, although neither the Minister of Health nor the Chief Medical Officer was present.
The country should never forget the $500 million contract, signed by the Rowley administration with Gezhouba Group International Engineering Co, which was cancelled shortly after “only because the details of the kinds of concessions and agreements…was revealed to the public by the media,” said Tancoo.
He said the PNM has crippled TT’s local and foreign investment prospects.
Referring to the UNCTAD’s World Investment Report 2021 and 2023, he noted that foreign direct investment in TT was negative for five of the seven years of the PNM administration of which data is available.
“We are not taking blame for that, Dr Rowley. You say you are in charge. You are making all the decisions. Stop ducking your responsibilities.”

The timeline for the closure of Hasely Crawford Stadium in Mucurapo has been extended.
It was initially scheduled to be closed on July 1 to facilitate planned renovations. However, a SporTT statement on July 26 said the facility will remain open for bookings until a new date for the start of planned rehabilitation works is confirmed.
“The stadium enhancements will include replacement and recertification of the athletics track, replacement of the stadium’s warmup track and rehabilitation of the playing surface.”
The statement added that further updates on the project will be provided to the public when available.

Despite West Indies’ positive start to the third and final Test against England, the maroon bowlers struggled on day three as the hosts rallied back to take control in Birmingham, at stumps on July 27.
Responding to West Indies’ first innings score of 282, England closed the second day’s play on a precarious 38/3.
However, a stellar showing from their middle and lower order batsmen on the third day saw the Three Lions roar back to post 376; a lead of 94 runs.
At the close of play on day three, West Indies lost two key batsmen in the evening session - skipper Kraigg Brathwaite (duck) and Kirk McKenzie (eight) - and enter the fourth day’s play on July 28 trailing by 61 runs, with two days to go.
When England resumed on 38/2, West Indies seemed confident. But game-changing knocks from wicketkeeper Jamie Smith (95), Joe Root (85), Chris Woakes (62) and skipper Ben Stokes (54) reversed turned things around.
They were eventually dismissed for a stern 376 from 75.4 overs with fast bowlers Alzarri Joseph (4/122), Jayden Seales (3/79) and Shamar Joseph (2/63) doing the damage.
Trailing by 94 at the start of their second innings, captain and opener Brathwaite did not lead by example and gave the team an early setback as he was bowled by Woakes on the final ball of the first over without scoring.
McKenzie was dismissed five overs later as he was caught behind by Smith off Gus Atkinson’s pace. Mikyle Louis (18 not out) and Alick Athanaze (five not out) closed the third day’s play on 33/2, trailing England’s first innings score by 61.
Play resumes at 6am (TT time).
