He called this mission the Preservation of Yuletide Integrity.
To draft this supreme ethical code, Santa convened the Grand Council for Yuletide Integrity in the Great Hall of the North Pole, where a perpetual fire cast shadows against walls carved with the history of all Christmases past. The assembled body represented every pillar of the Christmas Season: the magical, the ethical, and the logistical.
Presiding over the council was Santa Claus, the ultimate source of authority and the living embodiment of the mission itself. Flanking him were the key members whose voices would weave together the Covenant:

He worked through the long North Pole night, ensuring the language was elevated yet direct, using the powerful invocation of the "Star of the North" to anchor the pledge to the very heart of the mission.
As the night's deep blue light flooded the Great Hall, and before the assembled ranks of Santa's Elven Leadership, the full Reindeer Herd, and all Emissaries of the Christmas Spirit, J. Scotty presented the finalized document. Inscribed on a scroll of aged parchment, Santa Claus held the document in the light of the North Star and read aloud The Covenant, thereby enacting its tenets as the supreme ethical law for all North Pole endeavors.
