Of course it is a very sad time when a loved one passes on and one of the hardest things is to fully celebrate their life. Good news!
The current Marriage Act is from 1836 and is no longer useful in today's society.
The Law Commission are recommending to the government that the law be changed to allow Independent Celebrants to conduct legal marriages. Under these proposals it will be the celebrant/officiant who is regulated and not the venue giving the couple far more individual choice. There is even a recommendation to allow weddings to take place in an area not connected with a physical address or building such as forests, beaches, or local parks. Affordable venues could be permitted too giving a couple so much more choice. Faith and belief groups (such as the Humanists) would come under one structure and independent civil celebrants would be authorised under a different structure.
In brief, a couple will have to register their intention to marry with their Register Office. This must happen at least 28 days and up to a year before the planned date of the marriage. They will then receive their marriage "schedule" which will also identify the celebrant/officiant who is going to take the ceremony. Once the marriage ceremony has taken place the celebrant/officiant must register the marriage with the registration service.
