𝗟𝗲𝘁'𝘀 𝗔𝗺𝗽𝗹𝗶𝗳𝘆: The verdict is final: "𝗢𝗡𝗟𝗬 𝗔𝗥𝗖𝗛𝗜𝗧𝗘𝗖𝗧𝗦 𝗖𝗔𝗡 𝗦𝗜𝗚𝗡 𝗔𝗡𝗗 𝗦𝗘𝗔𝗟 𝗔𝗥𝗖𝗛𝗜𝗧𝗘𝗖𝗧𝗨𝗥𝗔𝗟 𝗣𝗟𝗔𝗡𝗦 𝗔𝗡𝗗 𝗗𝗢𝗖𝗨𝗠𝗘𝗡𝗧𝗦."

The Supreme Court's Second Division has DENIED WITH FINALITY the Philippine Institute of Civil Engineers (PICE)'s "Motion for Reconsideration," as well as its request to elevate the case to the en banc, reaffirming the earlier SC ruling.

Let this long-standing issue between Architects and Civil Engineers come to a close. This ruling reinforces the rightful authority of architects in the field.

Foster + Partners has designed two innovative towers in Manila, featuring lightweight exoskeletons that reduce concrete usage by over 65,000 tonnes. The external structural system of the new BDO Unibank Inc. Campus not only minimizes interior columns, creating open spaces, but also shades the facades and enhances earthquake resilience.

The towers feature a tiered design, stepping back at regular intervals, with triple-storey amenity spaces at each setback. Their facades are partially shaded by woven metal mesh screens, inspired by traditional weaving patterns, and will glow like lanterns when illuminated at night.

According to Foster + Partners, the project aims to “make a positive contribution to Manila by transforming five separate urban plots into a singular integrated campus.”

The design includes two high-rise towers that “touch the ground lightly” while framing a triple-height public space. This area, protected from rain and sun, incorporates lush greenery and artworks to enhance the public realm and improve urban life.

In a ruling on November 9, 2023, the Supreme Court clarified that only registered and licensed architects have the authority to sign architectural documents, resolving the conflicting provisions of Republic Act No. 544 (Civil Engineering Law) and RA 9266 (Architecture Act of 2002). The Court, in a decision authored by Senior Associate Justice Marvic Leonen, found the provisions of the Civil Engineering Law allowing civil engineers to sign architectural documents irreconcilable with the Architecture Act, which mandates that only registered architects may seal and sign such documents.
