IMPORTANT INFORMATION REGARDING AMENDMENTS TO THE MARRIAGE ACT 1961.
The following amendments have been made to the Marriage Act and have come into effect from 1 July 2024.
Remote Witnessing.
The Marriage Act has been amended to permanently provide couples with the option to have their Notice of Intended Marriage (NOIM) witnessed remotely, via audio-visual link, as well as in person.
Requirements for authorised witnesses will remain unchanged and location-dependent. If the couple is in Australia then the person remotely witnessing the NOIM (which can include an authorised celebrant) must also be in Australia. If the couple is outside Australia, the authorised witness (which cannot be a celebrant) must also be outside Australia.
The original NOIM, once signed, must still be lodged with the Celebrant no later than one month prior to the marriage.
Separate Meetings
The Marriage Act will from now on, require an authorised celebrant to meet separately and in person with each party to the marriage before the marriage is solemnised. The purpose of the meeting is to ensure that each party is freely and voluntarily consenting to the marriage.
A separate meeting needs to occur in the absence of the other party to the marriage and in a culturally safe environment – but this does not mean you need to meet alone with a party. Other persons can attend with the party’s permission.
The timing of the separate meetings is at the discretion of the celebrant and the couple. It can occur at any time up to and including the day of the marriage, providing it occurs before the marriage is solemnised.
I have drafted up a new Consent Form with relevant questions for each party to sign prior to the marriage.

Leap Year Proposals - some interesting stuff following (long post).
Historically, 29 February has been associated with role reversals and breaking social norms, most notably through the tradition of women proposing to men.
This custom is deeply rooted in Irish folklore. As the legend goes, in the 5th century, St. Brigid, a nun, complained to St. Patrick about women having to wait too long for a man to propose. After some haggling between the two, St. Patrick decreed that women could take the initiative every four years on 29 February.
In modern times, the tradition is often viewed more symbolically than literally, although back in 1288 in Scotland it is alleged a law was passed allowing women to propose to men on this date.
The Leap Day proposal serves as a reminder of the progress made in gender equality while providing a unique and whimsical aspect to proposals. As this tradition has spread, it has been embraced and adapted in various cultures, each adding its unique interpretation and flavour to the ancient custom. Many contemporary couples use this tradition as a symbolic gesture to underscore their commitment to shared decision-making and equal partnership.
While it’s now perfectly acceptable for women to make the first move or propose marriage any day of the year, 29 February still provides women with that extra bit of encouragement needed to get down on one knee and pop the question.
Recent surveys shed light on this tradition’s continuing relevance and popularity. According to a survey by Guides for Brides in November 2023, many women embraced the idea of proposing on 29 February. The survey even indicated an 88% success rate among women who proposed, suggesting a broad acceptance of this practice.
So, if you are you ready to take a romantic leap of faith and ask for your man’s hand in marriage? Here are some tips.
Your proposal should be a very private moment. Don’t invite friends and family to witness the proposal – it might not turn out the way you expect it. Communicate openly with your partner about proposal expectations and preferences. Your proposal needs to be comfortable and joyous for both of you. You don’t need to propose with a ring. A watch could be a perfect alternative, if you want to symbolise the moment. However, the focus should be on the symbol’s significance rather than the material value. Of course, you can get down on one knee and you can make it romantic and sweet, or not. Each proposal is as individual as each couple.
“He Said Yes”. So, what now?
Start by booking your Celebrant and venue for your preferred date. If you want a 29 February wedding, book your Celebrant and venue as soon as you can, because more than likely, the date will be very popular. The next leap year is 2028. Given its uniqueness, some vendors might even offer special deals or packages for Leap Day weddings, so don’t hesitate to ask.

I took a little stroll down to the beach the other day to see how my favourite spot to hold a beach wedding fared after Cyclone Jasper. There is a lot of sand erosion and a bit of debris around, but nothing that can't be tidied up for a wedding ceremony. I can't tell you how relieved and happy I am about this. Hello and Welcome to Tres Ci Blessed, which, roughly translated means "Good Things Blessed". It is also a play on my name, Tracey. I like that - blessed by me!
If you know me or come to know me, you will realise I will never be that stuffy celebrant type. I’ll be YOUR celebrant no matter if you’re after a beautiful traditional wedding ceremony or one that’s a bit quirky and unusual. Your Ceremony - Your Way!
Let me tell you about myself. I am married, have two teenage kids, two cats and a little dog named Winston. We moved to Far Northern Queensland two years ago from Broadford, which is in regional Victoria. I worked as a Legal Admin for 20 years in Melbourne before I married and had kids. I’m a Graduate of National Theatre Drama School and have performed on stage in many many plays, musicals, dramas, comedies, reviews and music halls; I even won an award for Best Actress. I had my own vintage giftware shop for a bit, I make jewellery, wedding keepsakes, sun-catchers, vintage cake stands, cup & saucer lamps and I take pretty good photos, paint and draw. I have had stalls at various markets selling my craft and art and have been a rather successful artist. I have had my own events business which hosted many High Teas, Birthday Parties, Cocktail Parties and fundraising events.
Becoming a Marriage Celebrant was the perfect choice for me. I’m fun, quirky, sensitive, sentimental, love the traditional and the different. I may not sky dive out of a plane with you, but I’ll go up in the air and pronounce you husband and wife before you jump and I may not perform a suba diving ceremony but I will come out on the boat with you and wish you happiness always before you jump overboard. No matter where or when, I will be there beside you all the way. And it will be fun!

Whether it’s a beautiful garden wedding, a wedding on the beach, or a ceremony in your backyard, I guarantee my professionalism and enthusiasm will ensure everything runs smoothly from the planning stage to your wedding day. I will guide you through the necessary legalities and I will be beside you to deal with any hiccups so you can celebrate with your friends and family. It's important to me that you get the wedding you've always wanted.
I can also help you with all your celebration requirements such as, renewal of vows, baby naming ceremonies, funerals and memorials along with engagements, graduations, anniversaries and birthdays.
