For the reasons set out above, I am persuaded the Payment was not income according to ordinary concepts. It follows that the objection decision disallowing Mr Bains’ objection against the Commissioner’s assessment treating the Payment as assessable income, must be set aside and substituted with a decision wholly allowing the objection.

Without taxi ranks where can a physically challenged/ disable person wait for a cab ?

Melbourne city have released a feedback survey and the industry has concerns.

We need taxi ranks
For the customers, taxi ranks are the most convenient, safest and easily accessible way to catch a taxi. Let not forget the disability taxis provide.

We strongly oppose the changes proposed by Melbourne city council to remove the taxi ranks and/or reduce the capacity of these taxi ranks.


Melbourne city council should be helping the drivers and the general public by installing new taxi ranks, and/or increasing the number of taxi ranks instead of removing them.

Over the past few years number of taxis have significantly increased in Melbourne and the taxi ranks have been significantly reduced.
That has resulted in traffic congestion in the city as drivers cannot park their cars to wait for a customer and have to keep driving doing circles of the city looking for customers.
Whereas the taxi ranks can provide a safe place for a driver to park and a safe place for a customer to catch a cab.
Following is the list of the taxi ranks that we would like to be reinstalled, not removed and increased in capacity.

1) Bourke street Mall east ( night taxi rank )
This is one of the busiest and safest taxi ranks for public .
This rank allows customers to safely catch a cab after a night out.

2) 55 Collins street ( Sofitel Hotel )
Taxi spaces to be increased or stay the same.
No reduction in taxi parking capacity at this rank.

3) 101 Collins street
Taxi rank to be extended to hold more cabs.
Currently this rank has only two parking spots.
This is one of the busiest taxi ranks in the city. Situated in front of the busiest corporate part of the city.
We request to not remove this taxi rank, instead we request to increase the capacity of this rank from two taxis to four taxis.

4) 120 Collins street.
We request to install at least a four space taxi rank at this location.

5) Russel Street ( Grand Hyatt )
What oppose the changes at this location to remove the middle of the road taxi rank We request to keep this rank at it’s current capacity including the middle of the road taxi rank.
We request not to remove the middle of the road taxi parking.

6) Exhibition street rank
( Outside Marriot Hotel. Corner of Exhibition and Lonsdale street, outside Telstra building ).
This rank was there for decades, and was removed all of a sudden, and was replaced by a five minute parking.
This rank provides crucial service to corporate customers from Telstra and other corporate offices. Plus this rank provides services to customers form Mariott hotel guests and to party goers on the weekends.
We request to reinstall this taxi rank to its previous capacity.

7) There used to be a rank on exhibition street outside Rydges hotel ?
They took it out during covid
We can request to reinstall it back
There’s room on the street
It can be easily done

The taxi industry has changed since 2017 reform , These changes have been welcomed by the number of family operated independent taxis and you will see better taxi services with better infrastructure if we can only work together to service the public

You don't need a UNION !! We want a situation in which everyone has a fair and equal chance of succeeding. If Rideshare can have surge Taxi should too, Our Taxi and Rideshare Transport should NOT be inconvenient to our communities, we all need to use them time to time ,some more then others. Safe Transport VIc should be talking to the industry (everyone 1 taxi or 100 taxis )

Rideshare companies need to stop surge pricing maybe?

Taxi Drivers are independent and work for themself just like Rideshare drivers ,( uber didi etc )
As a form of background to the Taxi industry, Rideshare has surge prices driven by demand which causes the industry to adapt during these times. Therefore independent Taxi drivers from my understanding legally can do the same without the meter been ON , but you can negotiate a set price with the independent taxi driver before jumping into the taxi .

Equipment or livery for unbooked services
Commercial passenger vehicles providing unbooked services (taxis) must be fitted with:

tactile registration number signs fitted to the outside of passenger doors
a compliant fare calculation device (taximeter) and an electronic transaction terminal to allow the processing of Multi Purpose Taxi Program (MPTP) trips.
a CPVV approved security camera if the vehicle is operating in the metropolitan, urban or large regional zone (camera labels on the interior and exterior of the vehicle are required from a privacy perspective to alert passengers
fare information notices, with one notice being fixed to the outside of the vehicle so that it’s clearly visible from the left side, and a second being placed inside the vehicle, so that it can be read clearly by passengers in all seating positions.
