World Handicap System™ effective from January 1, 2024

Source : World Handicap System (https://www.whs.com/)

LIBERTY CORNER, N.J., USA and ST. ANDREWS, Scotland (Nov. 8, 2023)
The USGA and The R&A today announced the first update to the World Handicap System™ (WHS™) as part of an ongoing review of the Rules of Handicapping™ and Course Rating System™ with a continued emphasis on accuracy, consistency and equity. The latest revisions will go into effect beginning January 1, 2024.

Many countries have seen significant increases in the number of scores being submitted for handicapping purposes since the WHS was introduced in January 2020, reflecting golf’s broadening appeal. More than 100 million scores have been posted each year, unifying millions of golfers through a standard measure of playing ability. The 2024 update leverages the performance data gathered from around the world, in addition to feedback received from many of the 125 countries now using the system.

Significant updates to the WHS include:
• Inclusion of Shorter-Length Golf Courses Within the Course Rating System: The overall length requirements for Course Rating in the WHS will be significantly reduced. A set of tees on an 18-hole course may be as short as 1,500 yards [1,370 meters] to be eligible for a Course Rating and Slope Rating®, and a set of tees on a 9-hole course may be as short as 750 yards [685 meters]. This change is intended to expand the WHS to thousands of shorter length courses, including par-3 courses, and enable more golfers to obtain and use a Handicap Index

• Use of an Expected Score for a Hole Not Played: Improvements have been made to the method used to handle holes not played, which will now be based on a player’s expected score rather than a score of net par. This new method will produce a 9-hole or 18-hole Score Differential that more accurately reflects a player’s ability. As golfers across the world are playing more 9-hole rounds, an expected score can also be used to convert a 9-hole round into an 18- hole Score Differential. For some countries, this means that 9-hole scores will be considered in the calculation of a player’s Handicap Index immediately after the day of play, rather than waiting to combine with another 9-hole score.

• Playing Conditions Calculation Adjustments Made More Frequent: The Playing Conditions Calculation (PCC) has been modified to increase the likelihood of an adjustment for abnormal playing conditions. National associations were given discretion, beginning in July 2022, to introduce this revision within their computation platforms, which will be complete by April 1, 2024.

• Enhanced Guidance on Conducting a Handicap Review: The role of the Handicap Committee is vital to the success of the WHS and the Rules recommend that a Handicap Review is conducted regularly, or at least once a year to ensure a Handicap Index® remains reflective of a player’s ability. New reporting tools have been developed that national associations can incorporate into their handicapping software to assist Committees in conducting the review process effectively and consistently.
Since its inception, the WHS has embraced the many ways golf is played around the world by giving national associations flexibility to apply regional discretionary items, with the objective for greater alignment over time. For this reason, the governing bodies expect countries to continue to shift the way they calculate Course Handicaps so that they are relative to par, making a golfer’s target score to “play to handicap” more intuitive.
Golfers are encouraged to visit their national association’s website to learn more about the discretionary items that apply to their region. Contact details for national associations can be found on the WHS website here: https://www.whs.com/ .
The USGA and The R&A have also recently launched a new WHS Software Accreditation and Interoperability Programme to help ensure that there is consistency and accuracy in the calculation of handicaps worldwide, and to assist with the retrieval of a Handicap Index and the return of away scores from country to country.
Steve Edmondson, Managing Director – Handicapping & Course Rating at the USGA said, “The game of golf continues to evolve and the WHS has embraced those changes in a dynamic way to help all golfers, everywhere they play. It is a monumental time in golf, and improving both the accessibility of obtaining a Handicap Index and leveraging powerful data and technology to easily and accurately track performance is a great step forward.”
Claire Bates, Director – Handicapping at The R&A said, “We have made good progress in the early stages of WHS but we know there are always areas that can be improved as we gather more data and information on the system from around the world. Conducting a regular review process is important in terms of good governance and enables us to examine some of the key areas in which we have received feedback. We will continue to work with the handicapping bodies and national associations around the world to ensure that the WHS is providing golfers with a system that provides a sensible balance between inclusivity and integrity, making it as easy as possible to get a Handicap Index, subject to meaningful safeguards.”
The USGA and The R&A jointly launched and govern the WHS to provide a modern and responsive system, that gives an accurate reflection of a player’s demonstrated ability. It is calculated by incorporating the Rules of Handicapping and the Course Rating System and is administered by a range of handicapping bodies and national associations around the world.
The more flexible and accessible nature of the system has led to the introduction of successful initiatives from a number of national associations aimed at making it easier to obtain a Handicap Index and be part of the WHS.
Mirroring the review processes of other areas of governance in golf, including the Rules of Golf and the Rules of Amateur Status, reviews of the WHS will continue to be conducted at regular intervals, taking into consideration performance data and feedback to help identify areas for improvement.

Jamal (65-68-69), who enjoyed a one-shot overnight lead, submitted a card of three-under 69 on Saturday to take his total to 14-under 202.

Jamal Hossain holds on to the lead with a resolute 68 in round two

Chandigarh, 03-11-2023. News taken from PGTI website.

Jamal Hossain of Bangladesh didn’t have the best of days but still managed to hold on to his overnight lead with a resolute four-under 68 in round two of the INR 1.5 crore Jeev Milkha Singh Invitational 2023 presented by TAKE Sports being played at the Chandigarh Golf Club.

The 38-year-old Dhaka resident Jamal (65-68), a winner earlier this year and currently placed sixth on the TATA Steel PGTI Ranking, totaled 11-under 133 for 36 holes to enjoy a one-shot lead over Delhi’s Sachin Baisoya (66-68), who too held on to his overnight second position after a round of 68.

Chandarjeet Yadav from neighbouring Chandimandir occupied the third place at nine-under 135 following his 67.

Chandigarh’s Abhijit Singh Chadha shot the day’s joint lowest score of 66 to be the highest-placed among the local professionals at tied fourth with a total of eight-under 136.

Faridabad-based Karan Pratap Singh too carded a 66 to share fourth place with Chadha.

Rahil Gangjee was the third player to return a 66. Gangjee was in tied sixth at six-under 138 along with local lads Yuvraj Singh Sandhu, Angad Cheema and Brashwarpal Singh.

Sudhir Sharma of Greater Noida made a hole-in-one on the 14th during his round of 69 that placed him tied 13th at four-under 140. Interestingly, no one has so far fired a hole-in-one on the 11th where the prize is a car, the Maruti Jimny.

Indian golf legend and tournament host Jeev Milkha Singh (72-70), playing at his home course, posted a 70 on day two to rise 19 spots to tied 28th at two-under 142. Jeev thus made the cut for the first time at his event after missing out in the previous five editions.

The cut was declared at even-par 144. Fifty-six professionals and two amateurs made it to the money rounds.

With his driving and putting not clicking, Jamal Hossain only managed two birdies and a bogey till the 10th hole. He then had a late surge with birdies on the 13th, 16th and 18th that helped him retain his top spot on the leaderboard.

“My iron-play and chipping saved the day for me. Those were the only aspects of my game that stood out today. Making 31 putts was a little disappointing but I managed to focus hard enough towards the end of my round to make those much-needed birdies to stay ahead,” said Jamal, who is very keen to win in Chandigarh after having come close to victory at the venue on multiple occasions in the past.

TATA Steel PGTI Ranking leader Om Prakash Chouhan (75) was tied 49th at even-par 144.

KGC Green of Hole 3 Opens by Major General Md. Zahirul Islam.

10 Oct 2023. Dhaka.

At last the newly designed leaf green of Kumitolla Golf Club(KGC) Hole -03 opens by a cozy simple ceremony on 10 October 2023 at 4.15 pm.

The Indian leading architect Mr Vijit Nandrajog from 'Golf Design India' drew the green sketch having eyed at a simple look with two long leaf bunkers pasted on both sides of the green . It looks technically sound with more width having less depth that gave an edge to special challenge with a small pond invitation at the fore end at south.

As assumed the hole is presenting now more distance and higher difficulty level as it is shifted towards south right making yet another dogleg with two wide ‘leaf bunkers presented with stiff high walls out towards to the green. The ‘contours on the green , on fairway and specially designed bunkers are likely to be more harder to approach shot for maneuver specially for new comers to the hole.

Major General Md. Zahirul Islam, SGP, ndc, psc the vice president of KGC and Senior VP of Bangladesh Golf Federation graced the opening ceremony as the Chief Guest where Maj Gen Naquib Ahmed Chowdhury, BSP, ndc, psc , the GOC of 19 Infantry Division and Area Commander Ghatail Area were present as special guest.

The first flight that could see the unsynchronized music of ‘golf swing on the lash putting green consisted Major General Md. Zahirul Islam, Maj Gen Naquib Ahmed Chowdhury, Brig Gen Mahbubus Samad and Col M Shahidul Haque(retd) etc.

The club captain Brig Gen Mahbub was the first approach shot from a 30 yards distance from the left of the green, where the Maj Gen Zahir’s 4th shot saw first leaf bunker shot at right and CEO Col Shahid was found lucky to putt fist on the newly built green .

The green surface having still water underneath found soft having less green speed around 8. The wonderfully designed exceptional green will dry more with days passes by and the green speed will increase up to 10 + with more rolling in the future.

Siddik and Jamal’’ together for the first time in the History

Dhaka, 24 September 2023.

Bangladeshi golf team left for Hangzhou Asian games , China 2023 yesterday with hopes and inspiration with the professional players in the national team for the first time in the history . Two best golfers at Asian level Siddikur and Jamal’’ are resenting Bangladesh where Col Shahid(retd) , CEO, KGC is leading the team as Manager. It has been a long fight for the professional golfers being the best performer of the country to showcase in Asian games.
The golf competition will be based on a combination of team and individual ‘performance of 04 rounds that is scheduled to be held at ‘West Lake international golf course at Hangzhou, China from 28 September 2023.

A total of 180 athletes and 60 officials are taking part in 17 disciplines. The disciplines are: football, cricket, bridge, hockey, kabaddi, swimming, weightlifting, gymnastics, karate, fencing, taekwondo, golf, shooting, archery, boxing and athletics.
Past history shows Bangladesh's chances are skewed towards only two disciplines – cricket and kabaddi – which won 11 out of 12 medals in the country's 11 appearances in the games, with the other medal coming in boxing.
The Golf is highly underrated a game in Bangladesh with the obvious reason of uncertainty. But it is a sport where anyone can stand out with an extra ordinary performance in a given day. Moreover the good flavor of this team -the best two performers are grouped together with high caliber of potentials .
Siddik or ‘Jamal can embrace history at any given golf course with their performances at any time. They proved it in the past. We keep our finger crossed.

Kurmitolla(KGC) Hole 3 Getting New Shape.

Dhaka 24 June. 2023.
The full time referees of Asian Tour, from the very first event of 2015 started considering the hole number 03 of KGC lacking standard par 05 for their players. They found the hole with less distance of 495 yards and difficulty level too low. Though they did not have problem in playing whole number 14 par 05 with only 503 yards as it poses much higher difficulty index.
So with the advice of Asian Tour, the Kurmitolla golf club started the venture of redesigning the hole 03 with increased ‘distance and higher difficulty level.

The Indian leading architect Mr Vijit Nandrajog from 'Golf Design India' produced a wonderful design on the invitation of Kurmitolla golf club. The hole is deemed now to present more distance and higher difficulty level. The green is shifted towards south right making yet another dogleg with two wide ‘leaf bunkers presented with stiff high walls out towards to the green. The ‘contours on the green for putting and the fairway for approach shot are likely to be harder for maneuver now.

Also the two bunkers located at first lay off are being made difficult by making the wall stiff and increasing the length by 10 yards. The two bunkers would be more in play for many professional players at 1st lay off. Now the professionals will find the fairway bunkers 280 yards at left and 260 yards at forward right to carry.

The project team included the CEO of KGC, Col M Shahidul Haque(retd) , GM (Ops) Lt Col Anwar Hossain(retd) , Chief Coordinator of BGF ,Lt Col Aziz(retd) and Maj Mahmud(retd),Secretary General ,BPGA. The development committee of KGC were also involved in approving the work after a long deliberation by two designers and architects from 'Golf Design ,India. Two surveyors’ from land ministry took part in leveling the hole from the tee to green.

So it’s a long time cry for BPGA professional going to be over . The Bangladeshi professionals were finding the hole 03 as one of the score killer in Asian Tour events with par 04 whereas they have been practicing the same with par 05 in all other tournaments.
On the occasion of redesigning the Hole number 03 , the golf Bangladesh talked to Mr Jittishak, Tournament Director of Asian Tour . He opined that ‘’ the redesigning of the hole 03 of KGC (design shown to me) with a distance of approximately 515 yards and higher difficulty level would be a challenging short par 05’’.
We are happy to see the golf and KGC are moving with speed.

PGA Tour-LIV merging . What does it mean for golf?

Courtesy : USA Today and Aljazeera News Site.

Dhaka, 08 June 2023. The golf world is still reeling from Tuesday's surprise announcement of the PGA Tour, the DP World Tour and LIV Golf agreeing to merge their business operations.

The deal was a surprise to many, considering the controversy surrounding the Saudi-backed LIV Golf and the PGA Tour's disapproval of it since the new league was formed. There is still uncertainty on deal's details.

The organisations said in a joint news release that they will work together to allow a process for LIV Golf players to reapply for membership on the PGA Tour and DP World Tour, formerly known as the European Tour, following the 2023 season.
The name of the newly merged entity and the precise structure of the tours have yet to be announced. Yasir al-Rumayyan, the governor of Saudi Arabia’s Public Investment Fund (PIF), will chair the board of the new entity and PGA Tour’s Monahan will be CEO.
The merger includes an agreement to end all pending litigation between the participating parties. Additionally, the PIF will make a capital investment into the new entity to “facilitate its growth and success” and will initially be the exclusive investor.

Each of the three tours would be responsible for the so-called “inside-the-ropes” operations of its own tour — site selection, tournament operations, rules enforcement, and so on.

MGJA Goodwill Visits to Bangladesh.

Malaysian golf Industry is quite magnanimous. It is one of the best golfing destination in Asia. Many ‘US and European choose Malaysia as holiday destination for golf.

It goes without saying that having excellent golfing infrastructures like 250 golf courses and other facilities, the Golf Malaysia could produce very few distinguished golfers so far. Few of them are Shaban Hussain, Gavin Green and Danny Chia. But over the years their golf could become a multi billions industry. It is because, the Malaysian Golf is structured in a professional manner with a sound exposure to tourism and sports industry evenly.

A high power delegation from ‘Malaysian Golf Junior Association (MGJA) including its President Dr Hj. Irmohizam Bin Ibrahim and Secretary General Mr Saiful Azwandy visited Bangladesh Golf Federation, Kurmitolla Golf Club and Bangladesh Golf Academy on 30 May 2023. The goodwill visit was focused on mutual exchanges of programs for development of junior golf.

Both ‘Bangladesh and Malaysian golfing bodies identified some possible working areas in the following fields.
1. Mutual exchange of junior golf teams in golf tournaments.
2. Exchange of training programs
3. Sending Coaches from Malaysia on demand.

The Malaysian Team was impressed seeing the progress of Bangladesh Golf having such scanty facilities of only 14 golf clubs. They mentioned about extra brilliant performances of our golf icons ‘Siddikur Rahman and Jamal Hossain etc that could bring laurels for Bangladesh’.

Jamal, lying overnight third, one shot off the lead, emerged triumphant in round four as he totaled eight-under 208 for the week thus securing his fourth PGTI title which was also his first win on the tour since 2019.

Delhi’s Rashid Khan (34-35-68-72), the round three joint leader, finished runner-up at seven-under 209 following his fourth round of 72.

Jamal Hossain chips his way to the title, breaks four-year long victory-drought

Ahmedabad, April 22, 2023: Bangladesh’s Jamal Hossain (33-36-69-70) chipped his way to a gritty final round performance of two-under 70 to break his four-year long victory-drought at the Ahmedabad Open 2023 presented by Glade One, a Rs. 1 crore event played at the Glade One Golf Resort & Club.

Jamal, lying overnight third, one shot off the lead, emerged triumphant in round four as he totaled eight-under 208 for the week thus securing his fourth PGTI title which was also his first win on the tour since 2019.

Jamal’s success at Ahmedabad pushed him up 16 spots from 21st to fifth place in the TATA Steel PGTI Rankings. The Dhaka lad had also posted a tied fourth finish at Chandigarh last week after leading early in the final round.

Delhi’s Rashid Khan (34-35-68-72), the round three joint leader, finished runner-up at seven-under 209 following his fourth round of 72.

Delhi’s Ksh*tij Naveed Kaul (33-35-69-73), the round three co-leader, claimed third place at six-under 210 after shooting a 73 on day four.

Eighteen-year-old rookie Shaurya Binu (72) of Bengaluru took tied fourth place at five-under 211 along with Kolkata’s Viraj Madappa, who shot the day’s best score of 68 and Delhi’s Kapil Kumar (71).

The first two rounds of the tournament comprised nine holes each. The third and fourth rounds comprised 18 holes each. The tournament was played over a total of 54 holes. The par for the course in the third and fourth rounds was 72. The 9-hole course was played twice in rounds three and four with different pin positions.

The 38-year-old Jamal Hossain began the day with a bogey on the first but immediately made up for it with a chip-in for eagle from 30 yards on the second. Jamal then landed his chips within a foot on the fifth and 11th for tap-in birdies on both holes.

Hossain’s bogeys on the 13th and 17th couldn’t stop his march to the title as he landed his approach within four feet for another birdie on the 15th and made a crucial two-putt for par on the 18th to pocket the top prize of Rs. 15 lakh.

Jamal has the distinction of being the first player to win on the PGTI as an amateur when he bagged the Bangladesh Open back in 2009. Karandeep Kochhar of Chandigarh later joined this list.

Jamal said, “I played my wedges and chip shots to perfection today. After a bad start, the eagle on the second gave me a lot of confidence. I then just focused on keeping it in play.

“There was some pressure on me going into the last hole when Rashid got within one shot of me. However, I had clarity in my thought-process while teeing it up on the last hole. I knew finding the green in two shots and making par with a two-putt could be good enough to win. I executed that plan well.

“I learnt from my mistakes in Chandigarh last week where I was in the lead in the early stages of the final round before I blew away my chances with some poor iron shots.

“I’ve waited a long time for this win. I would like to thank my home course Kurmitola Golf Club and the Bangladesh Golf Federation for all their support. I would also like to thank my sponsor for the last 14 years for its support. My family and friends have also been a great source of encouragement for me,” added Jamal.

Two-time Asian Tour winner Rashid Khan, a major contender for most of the final round, mixed three birdies and three bogeys on Saturday. Rashid made par on the last hole thus missing the opportunity of taking the match into a playoff.

Among the Ahmedabad professionals, Varun Parikh finished tied 16th at even-par 216 while Anshul Patel was tied 28th at three-over 219.

Noida-based 15-year-old Aarav D Shah of Australia won the prize for the best performing amateur as he ended the week in tied 22nd place at a total of two-over 218.

As the PGTI heads into its mid-season break, Om Prakash Chouhan of Mhow continues to lead the TATA Steel PGTI Rankings with season’s earnings of Rs. 52,52,650.
