أمام تواصل انتشار المزاعم المُغرضة وتداول الأخبار الزائفة والمضلّلة التي لا تعكس حقيقة الموقف التونسي وتعاطي بلادنا مع ملف الهجرة والمهاجرين غير النظاميين، تؤكّد وزارة الشؤون الخارجية والهجرة والتونسيّين بالخارج مجدّدا التزام تونس الثابت بالمبادئ الإنسانيّة واحترامها الكامل للمواثيق الدولية الضامنة لحقوق الإنسان وكرامته.
وإذ تُدرك تونس التعقيدات الشائكة المرتبطة بظاهرة الهجرة غير النظامية، فإنها تعتمد مقاربة متوازنة تجمع بين القيام بواجب حماية حدودها وفرض سيادة القانون وتحمّل مسؤوليتها في احترام التزاماتها الدولية، وتحرص على اتّخاذ التدابير الإنسانية الكفيلة بحفظ حقوق المهاجرين غير النظاميين في الحماية من الشبكات الإجراميّة للاتّجار بالبشر التي تستغلّ هشاشة أوضاعهم الحرجة.
وتُشدّد تونس في هذا السياق على أنّ المقاربة العادلة والشاملة لهذه الظاهرة تتطلّب التركيز على معالجة الأسباب الحقيقيّة المسبّبة لها وعدم الانكفاء إلى حلول أمنية صرفة، وذلك من خلال تعزيز التعاون مع كافة الشركاء الإقليميين والدوليين والعمل على أساس تشاركي ومتضامن على تنفيذ سياسات ومقاربات تنموية مستدامة من شأنها أن توفّر بدائل حقيقيّة للهجرة غير النظاميّة.
كما تسعى تونس إلى ضمان العودة الطوعيّة وفي ظروف لائقة للمهاجرين غير النظاميين إلى بلدانهم وتدعو إلى تأمين فرص إعادة اندماجهم في مجتمعاتهم الأصلية في إطار احترام حقوقهم، وذلك بالتعاون والتنسيق مع المنظمات الدولية والإقليمية المختصّة.
وتُواصل تونس في نفس الوقت جهودها الدؤوبة لمحاربة شبكات الاتّجار بالبشر التي تعمد إلى استغلال أوضاع المهاجرين غير النظاميين في رحلات محفوفة بالمخاطر. وتعمل الأجهزة الأمنية والقضائية على تعزيز آليّات الوقاية والملاحقة والمحاسبة لضمان تفكيك هذه الشبكات ومحاكمة الضالعين فيها، إنفاذا للقانون ولالتزامات تونس الدولية في مكافحة شتّى أشكال الجريمة المنظمة.
كما تُجدّد تونس رفضها القاطع لكل أشكال التمييز وخطاب الكراهيّة واستغلال معاناة المهاجرين غير النظاميين وتوظيفها لمصالح وغايات ضيّقة، مؤكدة أنها بقدر تشبثها بسيادة الدولة التونسية وفرض احترام القانون بقدر حرصها على معاملة هؤلاء المهاجرين معاملة تغلب فيها القيم الإنسانية لضحايا هذه الشبكات الإجرامية المنتشرة في جنوب الصحراء وفي شمال البحر الأبيض المتوسط.

Face à la persistance des allégations malveillantes et à la diffusion de fausses informations trompeuses qui ne reflètent pas la réalité de la position tunisienne ni la gestion par notre pays de la question migratoire et des migrants en situation irrégulière, le Ministère des Affaires Étrangères, de la Migration et des Tunisiens à l'Étranger réaffirme son attachement constant aux principes humanitaires et son plein respect des conventions internationales garantissant les droits et la dignité de l’être humain.
Consciente de la complexité des défis liés à la migration irrégulière, la Tunisie adopte une approche équilibrée qui concilie son devoir de protection des frontières, le respect de la souveraineté et des lois nationales, ainsi que l’engagement à honorer ses obligations internationales. Elle veille également à mettre en place les mesures humanitaires nécessaires pour garantir aux migrants en situation irrégulière une protection contre les réseaux criminels de traite des personnes qui exploitent leur situation vulnérable.
À cet égard, la Tunisie souligne que la gestion juste et globale de ce phénomène exige de s’attaquer aux causes profondes qui en sont à l’origine, sans se limiter à des solutions purement sécuritaires. Elle plaide ainsi pour un renforcement de la coopération avec l’ensemble des partenaires régionaux et internationaux, en adoptant une approche solidaire et concertée basée sur la mise en œuvre de politiques de développement durable, capables d’offrir des alternatives réelles à la migration irrégulière.
Par ailleurs, la Tunisie œuvre à assurer le retour volontaire, dans des conditions dignes, des migrants en situation irrégulière à leurs pays et appelle à garantir leur réintégration dans leurs communautés d’origine, en coordination avec les organisations internationales et régionales compétentes.
Dans ce même contexte, la Tunisie poursuit inlassablement ses efforts pour lutter contre les réseaux de traite des personnes qui exploitent les migrants en situation irrégulière en les exposant à des périples périlleux. Les services tunisiens de sécurité et de justice continuent de renforcer les mécanismes de prévention, de poursuite et de répression afin de démanteler ces réseaux et de traduire leurs responsables en justice, et ce conformément à la loi et aux engagements internationaux de la Tunisie en matière de lutte contre toutes les formes de crime organisé.
Enfin, la Tunisie réaffirme son rejet catégorique de toute forme de discrimination, de discours haineux et d’instrumentalisation de la détresse des migrants en situation irrégulière à des objectifs et fins étroits. Elle rappelle que, tout en veillant à préserver sa souveraineté et à faire respecter la loi, elle demeure attachée aux valeurs humanitaires dans le traitement de ces migrants, victimes de ces réseaux criminels, actifs aussi bien à la région sub-saharienne qu’au Nord de la Méditerranée.

Amid the continued spread of malicious allegations and the circulation of false and misleading news that do not reflect the reality of the Tunisian position and our country's approach towards the issue of migration and irregular migrants, the Ministry of Foreign Affairs, Migration and Tunisians Abroad reaffirms Tunisia's firm commitment to humanitarian principles and its full respect for the International Charters guaranteeing the rights and dignity of human being.
Aware of the complexities associated with the phenomenon of irregular migration, Tunisia adopts a balanced approach that combines the duty to protect its borders, enforce the rule of law, and assume its responsibility to respect its international commitments, while taking humanitarian measures to preserve the rights of irregular migrants to be protected from criminal human trafficking networks that exploit their precarious situation.
In this context, Tunisia emphasizes that a just and comprehensive approach to this phenomenon requires a focus on addressing the real causes that underlie it and not reverting to purely security solutions, by strengthening cooperation with all regional and international partners and working on a participatory and solidarity basis to implement sustainable development policies and approaches that would provide real alternatives to irregular migration.
Tunisia also seeks to ensure a voluntary return in decent conditions for irregular migrants to their countries and calls for securing opportunities for their reintegration into their communities of origin within the framework of respecting their rights, in cooperation and coordination with competent international and regional organizations.
At the same time, Tunisia continues its tireless efforts to combat human trafficking networks that exploit the situation of irregular migrants on dangerous journeys. Tunisian security and judicial services are working to strengthen prevention, prosecution and accountability mechanisms to ensure the dismantling of these networks and the prosecution of those involved, in accordance with the law and Tunisia's international commitments to combat all forms of organized crime.
Tunisia also reiterates its absolute rejection of all forms of discrimination, hate speech and the exploitation of the suffering of irregular migrants for narrow purposes and interests. Tunisia emphasizes that as much as it adheres to the sovereignty of the Tunisian State and the enforcement of respect for the law, it is also keen to treat these migrants in a manner that recognizes the human values of the victims of these criminal networks spread in sub-Saharan Africa and the northern Mediterranean Sea.
