Re: Export or use of Helium from Russia is subject to international restrictions

Dear Customer,

I write to advise you that the European regulation (No. 833/2014) was amended on 24 June 2024. This means that Helium from Russia is now subject to international restrictions. The European Council has taken these restrictive measures in view of Russia’s continued actions in Ukraine.

Please be assured that Air Products does not source helium from Russia, so helium deliveries from Air Products are not affected. However, if you use other sources for helium, you should be sure of its origin to protect your company and its directors.

What are the relevant sanctions?

Helium
It is now prohibited for EU companies to purchase or use helium products if they originate from Russia, regardless of where they are shipped from.

ISO Containers
Containers used to transport helium with HTS Code 7311, are restricted and/or prohibited for the export or re-export to Russia under US, EU and UK export controls. This applies regardless of point-of-origin or ownership of the containers.

How will the sanctions be enforced?
Any violation or circumvention of these sanctions or export control laws can lead to civil and/or criminal enforcement proceedings and significant fines. Please remain vigilant regarding further changes to these laws and sanctions. If you have any questions or concerns, we recommend that you consult with your trade compliance counsel.
