COUPLE: "OUR TIME IS VERY LIMITED FOR THE WEDDING DOCUMENTATION AS WE ARE BASED OVERSEAS. CAN WE ATTEND YOUR VIRTUAL SEMINAR AND STILL BE ACCEPTED BY OUR CITY HALL?

OUR ANSWER: "YES OF COURSE. Only a few City Halls require PHYSICAL attendance. Attending it ONLINE DOES NOT VIOLATE ANY PROVISIONS in the Family Code or any existing policy. It does not even appear on your certificate the manner of your attendance. Only "marriage ceremony" is required under the law to be a face-to-face act based on the "spirit of the law".

When you deal with "ignorant frontliners" enforcing policies based on their feelings, just ask them to justify their "verbal policy" with a "written policy" and require a proof that it had been published in a newspaper of general circulation for 15 days prior to its implementation.

Because all policies issued by any government agency is mandated to be published in a newspaper of general circulation under the Revised Administrative Code of the Philippines".
