AN ORDER PROVIDING FOR THE REMOVAL OF THE REVERSE TRANSCRIPTION POLYMERASE CHAIN REACTION (RT-PCR) RESULT REQUIREMENT FOR TRAVELERS ENTERING DAVAO CITY VIA LAND, SEA, AND AIR
Highlights:
SECTION 1. LAND AND DOMESTIC SEA AND AIR TRAVEL. All travelers entering Davao City by land and all arriving domestic travelers by sea and air shall no longer be required to present their 24-72 hours negative RT-PCR test results. No document shall be required for entry into Davao City, except for security checks that may be required by the AFP and PNP personnel, for the purposes of anti-crime, anti- illegal drugs, and anti-terrorism operations.
SECTION 2. INTERNATIONAL AIR TRAVEL. All passengers by international air travel arriving in Davao City, including those international passengers arriving through connecting domestic flights, shall comply with the requirements and guidelines provided by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID).

SPECIAL REMINDERS FOR ALL OUR PASSENGERS:

TRAZE CONTACT TRACING APP REQUIREMENT

All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

ARRIVING IN THE PHILIPPINES

Passenger arriving in the Philippines are required to register on Case Investigation Forms depending on their traveler type and port of entry:

Payment of the fees for the swab test, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).

For all international travelers: Please check the most updated travel regulations in the government website of your destination country, as well as your country of departure. These governmental regulations may change frequently and may have an impact on the status of your flight or your acceptance for boarding.

For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. These requirements differ from province to province, and are revised and updated constantly in line with the anti-COVID-19 arrangements of each locality.

MANILA (NAIA) Terminal Assignments
All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.
Departure and arrival in Manila of all domestic flights will be at NAIA Terminal 2.

HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)

NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila or PAL Gate 3 located at Andrews Avenue, Pasay City also offers Antigen testing. This is a partnership with Detoxicare Molecular Diagnostics Laboratory.

The PAL testing center provides drive-thru or walk-in RT-PCR testing from 8AM to 5PM daily at a cost of PHP 3,300 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPAL, WeChatPay, or Alipay. Starting January 15, 2021, passengers may also pre-pay for their COVID-19 tests online.

Upon entering our PAL Testing Facilities for your COVID-19 test, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

GUIDELINES FOR AFFECTED PASSENGERS:

Flying Safely in the ‘New Normal’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.
Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.
We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.
Our cabin crew would have undergone medical evaluation prior to their duty, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.
Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.9% efficiency. The onboard air creates a cleaner environment that is safer than most enclosed public spaces and comparable to hospital operating rooms.

Cebu Pacific now offers Antigen Test for only P700, the lowest rate in the industry. The Test Before Boarding (TBB) testing facility at the NAIA Terminal 3 is now open daily for walk-ins from 2AM to 2PM. To avail, passengers will only have to register on-site and pay the fee directly to our diagnostic partner, Philippine Airport Diagnostic Laboratory (PADLAB).

RT-PCR Test is also made more affordable for CEB passengers for only PHP 3,300 from our three partner laboratories, namely PADLAB, Health Metrics, Inc. (HMI)*, and Safeguard DNA Diagnostics Inc. (SDDI)*.

CEB REFUND UPDATE
As of November 5, 2020, 6PM

Cebu Pacific (CEB) continues to process a high volume of refund requests due to COVID-19 related flight cancellations. We have refunded an additional PHP 300 million since our last update, for a total of PHP2.7 billion, and are currently processing refund requests filed in June.

To ensure CEB continues to provide affordable and accessible air transport services in the years to come, we have been working on raising fresh capital. Rest assured, we remain fully committed to close off pending refunds at the earliest possible time. Updates will be provided to our passengers once their requests have been processed.

CEB Refund Update
As of Sept 17, 2020

As many know, the tourism and aviation industries have been among the worst hit by COVID-19 and currently, Cebu Pacific is only able to operate 10% of its pre-COVID network.

Since the start of this pandemic, we have received an unprecedented number of refund requests due to the flight cancellations brought about by the lockdown. Our refund process then was originally not designed to handle this volume of requests, and this resulted in a backlog. We have since then revamped our procedures in order to address this.

To date, we have refunded over PHP 2.4 billion booking cancellations related to COVID-19, equivalent to 50% of refund requests received. We remain committed to our customers to complete pending refunds, and will update them once these have been processed. We are currently halfway through refund requests filed last April.

We understand how challenging this whole situation is, and we sincerely apologize for the delay. We thank our guests for their patience and understanding as we continue to enhance our processes for this to be resolved soonest.
