Ang Family Code o Executive Order No. 227 ay naging batas noong August 3, 1988. Nakapaloob dito ang resulta nang halos 8 taon na pagsusuri at pagsasagawa ng 2 komite sa dating Batasang Pambansa. Naabutan ng Edsa Revolution ang paggawa ng batas na ito, at nilagdaan ito bilang batas ng dating Pangulong Corazon C. Aquino. Maraming pagbabagong dinala ang Family Code sa batas natin sa pamilya at pati na rin sa mga karapatan ng babae bilang bahagi ng pamilya. Subukan nating palinawin ang ilang mahahalagang probisyon ng Family Code.

Ilang mga mambabatas ang nagmungkahi na bigyan ang 108 milyong mga Pilipino ng tig-P2,000 bawat isa, anuman ang antas sa lipunan o edad, sa ilalim ng P405.6-bilyong Bayanihan 3 bill.

Ayon sa mga tagataguyod ng panukalang batas, ang "sana all" ayuda ay ipamimigay sa pamamagitan ng 2 tranche, kung saan lahat ng Pilipino ay makakatanggap ng ayuda bilang ‘form of universal basic income’.

“The total amount is P405.6 billion, which includes P216 billion for the ayuda for all Filipinos. There are different kinds of ayuda. The most basic kind is the “Sana All'' ayuda which is 1,000 per head. We’ll be doing this in 2 tranches,” said Marikina Rep. Stella Luz Quimbo, isa sa mga tagapagtaguyod ng panukalang batas.

Sinabi naman ni Albay Rep. Joey Salceda na ang pagbibigay ng universal basic income ang solusyon sa naging pamamahagi sa noong mga nakaraang buwan.

“Kasi wala nga national ID so mas mabilis kung gamitin mo lang yun number of people per barangay as basis for budgeting and mas maiiwasan natin yung adverse developments, adverse events during the SAP,” ani Salceda.

Pahayag pa ni Quimbo, maramin sa mga pumila para sa SAP ay hindi nakakuha ng anumang tulong dahil wala sa listahan ang kanilang mga pangalan.

Idinagdag pa niya na habang ang lahat ay makakakuha ng parehong halaga, ang mga mahihirap na pamilya ay makakakuha ng mas maraming ayuda dahil ang average na bilang ng mga miyembro sa mahihirap na pamilya ay 6, habang ang middle at upper class kung minsan ay mayroong 3 miyembro lamang.

“So dun na lang alone, makikita natin na the poorest families will certainly get more than the riches families,” ani Quimbo.

Dagdag pa niya, maaari rin naman umanong tanggihan ang tulong pinansyal ng ibang mayroon kakayanan.
