The Mid-South Horse Show Association held an impromptu meeting to discuss our rescheduled show on 9/27/25 after the earlier weather postponement.

Conversations during the Celebration implied that many trainers would be traveling to Asheville N.C. the next week and possibly skipping our show due to excessive travels.

As an older established association, we want to maintain a successful competitive show environment which requires participation from as many trainers and owners as possible.

Understanding Asheville has an established date, the Mid-South Horse Show Association is canceling our show on 9/27/25.

We appreciate all the sponsors, show officials, trainers and owners who supported and anticipated showing.

There are only 3 shows in West Tennessee, owners and trainers west of the Tennessee River have a very limited show schedule, so we must travel if we want to show. It would be very beneficial to the industry if all shows were supported as much as possible.

Please join us May 2, 2026, and watch for updated information on our show!

Make plans to support the West Tennessee Shows in 2026!

Secretary Rollins Visits Tennessee State Fair, Highlights Tennessee Walking Horse Industry

LEBANON, Tenn. – U.S. Secretary of Agriculture Brooke Rollins served as keynote speaker at the 10th Annual Tennessee State Fair FFA Ham Breakfast on August 18, 2025, where she was joined by Deputy Secretary of Agriculture Stephen Vaden of Union City, Tennessee.

Following the breakfast, Secretary Rollins and Deputy Secretary Vaden participated in the Producers Roundtable, which brought together leaders from Tennessee’s top agricultural industries. TWHBEA Senior Vice President David Williams represented the Tennessee Walking Horse industry during the discussion.

Secretary Rollins acknowledged the challenges faced by the Walking Horse industry and assured participants that she and Deputy Secretary Vaden would be addressing those concerns moving forward. The press conference and roundtable also included comments from U.S. Senators Marsha Blackburn and Bill Hagerty, and U.S. Congressman John Rose. State Senator Shane Reeves, State Representative Pat Marsh, and Tennessee Department of Agriculture Commissioner Charles Hatcher also were in attendance and emphasized the significance of agriculture to Tennessee.

Both Secretary Rollins and Deputy Secretary Vaden, along with Rep. Rose and Senator Blackburn, specifically recognized the cultural and economic importance of the Tennessee Walking Horse industry, stressing the need to preserve its history and legacy for future generations.

Later in the day, Deputy Secretary Vaden, Commissioner Hatcher, and Rep. Rose met with 2024 World Grand Champion Cavender and trainer Tim Smith, watching Smith showcase the stallion on the fairgrounds.

Many of the officials in attendance at the State Fair, including Deputy Secretary Vaden, are also expected to attend the upcoming 87th Annual Tennessee Walking Horse National Celebration in Shelbyville, Tenn., scheduled for August 20-30, 2025.

Photo: Tennessee Ag Commissioner Dr. Charles Hatcher, Mark Farrar, Warren Wells, Deputy Secretary Stephen Vaden, Representative John Rose and Jeffrey Howard were on hand to welcome 2024 World Grand Champions Cavender and Tim Smith to the Tennessee State Fair.

Federal Judge Grants Injunction Against USDA Rules at Celebration
Tuesday, August 19, 2025

Amarillo, Texas – August 19, 2025 – In a major victory for Tennessee Walking Horse owners, trainers, and the Tennessee Walking Horse National Celebration, a federal judge has issued a preliminary injunction blocking the U.S. Department of Agriculture (USDA) from enforcing several of its controversial inspection rules at the upcoming 2025 Celebration.

Judge Matthew J. Kacsmaryk of the Northern District of Texas granted the injunction in Gould v. USDA, finding that the plaintiffs – horse owners Tom Gould and Ann Mills, along with the Tennessee Walking Horse National Celebration Association – are likely to succeed in their challenge to three USDA rules:

• The “No-Showback Rule,” which barred horses disqualified on one day from competing
again during a multi-day show.

• The “Scar Rule,” which mandated disqualification based on criteria even when a horse
is not sore.

• The inspection and disqualification process, which provided no pre-disqualification
review or appeal, leaving horse owners without due process protections.

In his ruling, the judge held that USDA likely exceeded its authority under the Horse Protection Act and that the agency’s procedures failed to provide due process. The Court also recognized the irreparable harm caused to horse owners and the Celebration when horses are unfairly disqualified, citing both the loss of property rights and the significant financial and reputational damage to the show.

The injunction applies directly to the plaintiffs in the case, including the Celebration itself, and will prevent USDA from enforcing these rules against them at this year’s 87th Annual Celebration in Shelbyville, Tennessee, scheduled for August 20–30, 2025.
