November 15 City Council Recap

At its November 15 meeting, the Greensboro City Council voted to designate the Poplar Hall home, located on Sunset Drive, a Guilford County Historic Landmark. Poplar Hall was built in 1914 and is an exceptional example of Neoclassical Revival architecture. The home has been maintained and restored by three generations of the Brooks family, making this one of the best preserved historic homes in Guilford County.

Following a presentation from the City’s Housing and Neighborhood Development Department, Council approved a resolution establishing a Home Repair GSO Program to address repair needs of low income homeowners. To be eligible, participants’ households must be under 60 percent of the area’s median income and the homeowners must have owned the property for at least five years and lived there as their principal residence. Properties must be located within city limits. Housing bond funds and Community Development Block Grant funds are already allocated for this use.

To continue addressing housing, Council approved a resolution to approve up to a $5 million investment in the Greensboro Preservation Loan Fund for the production and preservation of affordable housing through a public-private lending partnership. The Community Foundation of Greater Greensboro (CFGG) has worked with lending institutions, foundations and investors to raise more than $20 million in private capital towards the planned $32.5 million Greensboro Housing Fund. This is expected to yield more than 900 improved affordable units over the next 10 to 15 years. The $5 million is available through 2022 Housing Bond funds approved by voters.

With cold weather upon us, Council continued to authorize contracts to help protect the City’s most vulnerable populations with contracts for Winter Emergency Shelter Activities. First, a contract for $414,743 was approved with Greensboro Urban Ministry for costs associated with the Regency Inn Winter Shelter and offsite hotel assistance for families. On the next item, Council authorized a $484,000 contract with the Interactive Resource Center (IRC) for initiatives including Safe Parking, the Doorway Project, winter hotel housing, and White Flag shelter openings for extremely cold nights. Winter emergency programs will run at a minimum from mid-November to mid-March.
