Rear Admiral Zeita Merchant is the Commander of the Personnel Service Center (PSC) in Washington, D.C., overseeing human resource and talent management for nearly 45,000 active duty and reserve Coast Guard members.
Previously, she commanded U.S. Coast Guard Sector New York and served as Captain of the Port, showcasing her commitment to marine transportation safety and security. A certified emergency manager, she has extensive experience in multi-jurisdictional incident responses.
Her leadership roles include Commanding Officer of Marine Safety Unit Chicago and Executive Officer of Marine Safety Unit Texas City, along with serving as a Special Assistant to Vice Commandants.
Academically, she holds a Doctor of Business Administration, a Master of Quality Systems Management, a Master of Public Administration, and a Bachelor of Science in Biology, with fellowships at Harvard and MIT.
Her accolades include the Legion of Merit, multiple Meritorious Service Medals, and two honorary Doctor of Humane Letters degrees. She is also the recipient of the 2018 Captain David H. Jarvis Inspirational Leadership Award and is noted for her philanthropy and mentorship, making a lasting impact on the Coast Guard and the nation.
