Opening the former Oil Springs School up as a venue and studio rentals in 1999, The Oil Springs Cultural Arts + Recreation Center (OSCAR) was a place like no other in our area. The retired school building has been managed by a local nonprofit known as the Route 23 Cultural Heritage Network for the past 20+ years

. This organization, along with efforts of determined community members, has been able to provide our community with an affordable place for growing small businesses in our area and offered citizens a unique experience. Due to frequent flooding of the area, the volunteer-based organization could not afford to continue maintaining the building and had to close their doors in November of 2023.
