Beginning Sunday, October, 8, 2024 and continuing through Friday, October 11, 2024 Porterville Police Department Detectives along with other assisting agencies conducted a 290 PC (S*x Offender) Compliance Operation. Subjects who are convicted of s*x offenses are often required to register as a s*x offender pursuant to PC 290. The Porterville Police Department routinely conduct biannual compliance checks on all of the registered s*x offenders to ensure they remain in compliance with their terms and are living where they register.
During the operation 56-year-ol Kevin Carrillo and 46-year-old Jose Arredondo were found to be in compliance but had a misdemeanor warrant for their arrest. Both were arrested and later provided court dates.
On October 9, 2024, at 5:57 P.M., a Porterville Police Department Detective located one of the out of compliance registrants, 51-year-old Joe Martinez. Martinez had several misdemeanor and felony warrants for his arrest and he was currently out of compliance by failing to register. Martinez was taken into custody and later booked at the Tulare County South County Detention Facility, where he is being held without bail.
On October 10, 2024, at 10:50 P.M., a Porterville Police Department Detective contacted 24-year-old Francisco Enriquez. It was discovered Enriquez was currently out of compliance by failing to register and was in possession of drug paraphernalia. Enriquez was taken into custody and later booked at the Tulare County South County Detention Facility, where he is being held in lieu of $35,000 bail.
At the culmination of the operation Detectives contacted over 110 registered s*x offenders who were found to be in compliance.
