RICHMOND, Va. (WRIC) – Gov. Glenn Youngkin (R) signed an executive order requiring written confirmation each year that Virginia’s election security policies are being followed – an order praised by former President Donald Trump that Democrats noted mostly enforces existing laws.

The order Youngkin signed Wednesday does direct the state’s Department of Motor Vehicles to make and share “a daily file of all non-citizens transactions, including addresses and document numbers” with the state’s Department of Elections.
People who go to the DMV with documentation that doesn’t prove U.S. citizenship are added to the file, which a DMV spokesperson said was shared monthly before this change. In Virginia, undocumented residents can get a driver privilege card but can’t register to vote.
Youngkin’s order also directs the state’s elections department commissioner to certify in writing each year to the governor that certain procedures are set up, including training local election administrators, and that Virginia’s “system of checks and balances to maintain secure elections is functioning optimally.”
These procedures include measures for ballot security, counting machine testing and certification, and a “Triple-Check” of result accuracy, per the order.

The GOP praise for Youngkin’s order
Youngkin touted his new directive in interviews and Trump, who made unfounded claims of voter fraud when he lost in 2020, and other Republicans celebrated its announcement.
“The beautiful Commonwealth of Virginia, superbly led by Governor Glenn Youngkin, IS TAKING A STRONG LEAD IN SECURING THE ELECTION IN NOVEMBER — PROTECTING EVERY LEGAL VOTE AND KEEPING ILLEGAL ALIENS THAT HAVE BEEN LET INTO OUR
COUNTRY FROM VOTING,” Trump wrote on Truth Social on Wednesday.
In a Fox News interview, Youngkin told Sean Hannity on Wednesday that his new order is important because it ensures Virginia’s voter rolls are clean and vote counts are accurate.
“Call me crazy, but I think American elections should be decided by American citizens, and Virginia elections should be decided by Virginians,” Youngkin said on Fox News, remarks later posted on the governor’s personal X page.

Both Trump and Youngkin highlighted the use of paper ballots in Virginia, which was in place before Youngkin took office as touchscreen voting machines were scrapped in 2017.
During the Fox News interview, Youngkin called the 2024 presidential election “the most important election of our lifetime” and that he wanted to ensure “Virginians know they can trust this election process.”
“Elections have consequences and I want to make sure that everyone trusts that in Virginia, when citizens vote, their votes will be counted accurately,” Youngkin said in the interview.
Youngkin pointed to the fight to control Congress and criticized President Joe Biden and Vice President Kamala Harris, the Democratic presidential nominee. He then touched on the executive order’s directive on daily updates to the voter lists.
The governor told Hannity this “next step” of daily scrubbing of voter rolls was to ensure “that in fact if an illegal immigrant either mistakenly or maliciously registers to vote, that person would be cleaned off the ballot immediately and turned over to our prosecuting attorneys to make sure that they are prosecuted to the full extent.”

At the end of the interview, Hannity told Youngkin that he hoped every swing state governor was watching.
