Let's talk about the desired end result of "baiting": the toxic person wants their target to say or do something, or to behave in such a way that you look bad or appear to confirm something they're saying about you behind your back.

When can this be a serious problem? In a family court dispute. What does this look like? There's a scene in a film where the dad is holding a birthday cake and his wife insults him. You can see he's tempted to throw the cake, but he doesn't.

This is baiting.
