PulteGroup, working in partnership with the Boynton Beach Community Redevelopment Agency (CRA), has broken ground on a for-sale workforce housing development.

The Cottage House District will feature 41 single-family homes and townhouses, with prices starting at $234,000 for buyers who qualify through the county’s Workforce Housing Program. The buyers will be determined by a lottery conducted by the county. While the 22 townhouses will start at that price, the 19 single-family homes will start at $301,860 – about half the median home price in Palm Beach County. The required down payments will be less than 4%.
The townhouses will range from 1,547 to 1,555 square feet, while the single-family homes will measure from 1,447 to 1,822 square feet. The homes will be reserved for people making between 51% and 120% of area median income.
The median household income in Palm Beach County is $104,000, according to HUD.
Atlanta-based PulteGroup (NYSE: PHM) acquired the 4.5-acre site at the northwest corner of Northeast First Street and Northeast Fourth Avenue, including 145 N.E. 4th Ave., from the CRA for $2.47 million in December 2024.
The homes should be completed in 2026.

Palm Beach County has rules that require developers to create a certain number of workforce housing units when they build market-rate housing. PulteGroup is one of the most active home developers in the county, so it has started workforce housing projects to meet the requirements for its market-rate housing developments elsewhere in the county.
