On March 26, 1960, many casino owners, leaders in the Black community, local politicians and the police chief met at the Moulin Rouge to create the Moulin Rouge Agreement. It was this agreement that permitted the Black community into the Las Vegas Strip and Downtown Las Vegas casinos and resorts.
