"By July 2024, the Secretary of State’s office will contact every Michigander between 16 and 18 years old who has applied for a driver’s license or state identification card and is eligible to preregister or register to vote and has not done so.
From 2025 onward, this outreach will happen every April.
These young people will be informed how to register to vote. They can do so online, via mail, at a Secretary of State branch, at their clerk’s office or at any state agency that serves people with disabilities.
In Michigan’s voter rolls – called the Qualified Voter File – preregistered voters would be specifically designated as ineligible to vote until they’re 18. When the person turns 17.5, the voter file will notify the local clerk to send them a voter ID card and add them to the master file.
To make young Michiganders aware of this new opportunity, the Secretary of State and the Michigan Department of Education will coordinate an annual outreach campaign. The education department will also provide every public high school with voter registration and preregistration materials.
Michigan will join 16 states and the District of Columbia in allowing 16-year-olds to preregister to vote, according to the House Fiscal Agency’s analysis."
The Secretary of State’s outreach to young voters will also expand under House Bill 4569, which is on its way to the governor.
"House Bill 4983, signed by Gov. Gretchen Whitmer, requires the Secretary of State’s office and Department of Corrections to ensure eligible people are registered to vote when released from incarceration. It takes effect June 30, 2025.
Automatic voter registration has been law in Michigan since 2019. When you apply for or update your driver’s license or state ID card at a Secretary of State branch, you’re asked if you want to register to vote if you’re not already on the rolls.
When convicted of a felony, Michiganders lose their right to vote while they’re behind bars. But after being released, they may not know they can reclaim that right. Under the new law, ex-prisoners would get a letter in the mail notifying them they’ve been newly registered to vote, as well as giving them the option to decline."
Gov. Whitmer also signed bills regulating AI in campaign ads and allowing 16-year-olds to preregister to vote.
“The psychological trauma inflicted by this abhorrent practice continues to resonate across generations, affecting our collective consciousness. Colonialism, with its arbitrary borders and economic exploitation, further reinforced racial hierarchies and sowed seeds of discord that persist to this day. The scars of exploitation, dispossession and cultural erasure persist, manifesting themselves in contemporary challenges such as economic inequality, political instability and cultural disintegration.”

Thanks to the de Beaumont Foundation for a resource featuring new PH WINS data on government public health employees' views on addressing racism as a public health crisis, including how much they have been involved in such efforts and the resources and support they need to advance racial justice work in health departments.
"Key findings:
Nearly three-quarters (72%) of state and local government public health employees believe that addressing racism as a public health crisis should be part of their work within their agencies. However, only about 4 in 10 (39%) employees reported being highly engaged in such efforts.
A strong majority of public health agency executives (81%) believe that addressing racism should be part of their work.
Over half of the government public health workforce (58%) believes they lack adequate funding to address racism as a public health crisis. Nationally, employees reported needing more training, community engagement, and support from agency leadership to address racism in their work.
With equity at the center of the 10 Essential Public Health Services, the government public health workforce cannot genuinely promote and protect the health of all people unless it is working to eradicate the structural oppression that perpetuates health inequities. To continue this work, public health agencies at the federal, state, and local level should:
Remove Barriers: Understand the internal barriers that prevent employees from addressing racism as a public health crisis in their work and take steps to remove them.
Improve Training: Facilitate continuing education and on-the-job training to ensure that employees understand that structural racism is ubiquitous and has genuine effects on community health.
Build Partnerships: Prioritize creating and strengthening partnerships across sectors and organizations to build political will and bolster employees’ ability to undertake anti-racist work.
Identify Funding Sources: Secure sustained funding to address the many ways in which racism creates health inequities."

"Researchers say that access to clinical care accounts for just 20% of the variation in health outcomes.
Much more important to our health is our environment, socio-economic status, education, neighborhood and housing, where and how we work, and the family and friends that make up our social support networks.
These factors are known as the social determinants of health.
Social determinants of health cause real and meaningful health differences among populations, and they’re ultimately linked to how long people live.
The above map shows the average life expectancy across Michigan. Areas shaded blue have a lower life expectancy and are concentrated in low-income communities of color like Detroit and Flint. Some rural areas in northern Michigan also have lower-than-average life expectancies.
Social and environmental stressors like food insecurity, polluted air and water, unsafe housing, and lack of access to education and quality health care are unevenly distributed across our region.
Wealthy suburbs, primarily white, tend to have fewer negative stressors and more of the resources needed to build a healthy life than low-income communities of color.
The highest average life expectancy in the region is among the white population in Oakland County at 80.1 years.
The lowest is among the Black population in Macomb County at 69.7 years.
In Detroit, life expectancy increased for white people between 2010 and 2020, but stayed the same for Black people."

We had the pleasure of working alongside the Lansing City Clerk Chris Swope and League of Women Voters of the Lansing Area earlier this week at Everett High School.
We had 190 students participate in our mock voting activity, while getting eligible students registered to vote. This was such a fun and engaging event! 🥳🥳
Students voted on their favorite Halloween characters, favorite Halloween candy, and a Halloween proposal. 👻🎃💀
